This is supervisory and related administrative work in the Division of Family Services in the area of specialized small business enterprises for blind and/or visually impaired persons.
The employee in this class assists the Supervisor, Business Enterprises for the Blind, in planning, developing and administering the business enterprises and vending facility programs of the Rehabilitation Services for the Blind. Work includes contact with private industries and government agencies concerning the development and operation of vending facilities and other enterprises. Work also involves participation in the supervision and training of all assigned to the business enterprises and vending facility programs for blind and/or visually impaired persons. Supervision is received from and work reviewed by the Supervisor, Business Enterprises for the Blind.
Assumes delegated responsibility for adherence to statutes, regulations and policies in administration of the vending facility and business enterprises programs.
Assumes delegated responsibility for training programs for vending facility and business enterprises managers.
Acts as liaison, as directed, with federal and state government representatives for discussion of new and upgraded food service operations.
Assists in the organization and direction of programs, personnel and activities of the business enterprises and vending facility programs for blind and/or visually impaired persons.
Assists in the development and monitoring of policies and procedures concerned with the purchase, installation, maintenance and repair of vending facility equipment; provisions of initial stock necessary to operate the facility; and security of equipment, stocks and other resources in the facilities.
Works, as assigned, with personnel of vending machine companies and other private contractors and suppliers concerned with vending equipment and supplies.
Carries out the activities necessary to maintain a central inventory of equipment purchased with public and private funds for managers in the vending facility and business enterprises programs.
Assists in the performance of management services to promote vending facilities including marketing, advertising, management policies and procedures, personnel relationships, etc.
Assists in monitoring the vending program to assure that vending machine companies pay the contracted commissions and provide stipulated services.
Assumes supervisory responsibility for installation of new facilities and follow-up contacts to ensure development of quality food service delivery and efficient business practices.
Serves as resource person to Area Coordinators, Business Enterprises for the Blind, in individual problem situations.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Three years of technical, administrative or supervisory experience in the area of public or business administration, accounting, investigative auditing, procurement or professional experience in the area of rehabilitation of persons with disabilities, of which one year must have been in one or more of the specialized qualifying areas described below; and graduation from an accredited four-year college or university. (Graduate study in public or business administration, accounting, purchasing or closely related areas may be substituted on a year-for-year basis for the stated general experience.)

Considerable knowledge of federal and state legislation, regulations and policies relating to the vocational rehabilitation and vending facility programs.
Considerable knowledge of the principles and practices of office and business organization and operations.
Working knowledge of the principles and techniques of supervision and administration in a public agency.
Working knowledge of the effects of blindness and/or visual impairments as they relate to emotional and vocational adjustment.
Working knowledge of purchasing, storage security, inventory and merchandising goods in a retail business operated through the business enterprise program.
Some knowledge of contract administration and of methods of insuring compliance with contractual stipulations.
Some knowledge of bookkeeping and record maintenance.
Some knowledge of training techniques and procedures.
Some knowledge of auditing techniques used in a business operation.
Ability to work with representatives of private industry, consumer groups and governmental agencies.
Ability to identify program needs and recommend plans to meet them.
Ability to function in supervisory, consultative and training capacities.
