This is professional work assisting in the administration of a state institution for veterans requiring skilled nursing care.
Advises administration regarding non-medical hospital management problems, policies, procedures, and issues.
Provides assistance regarding designated management activities such as accounting, procurement, storekeeping, plant maintenance, housekeeping, and general institutional and personnel management.
Assists administration in determining staffing and budgetary requirements; participates in the formulation of long-range plans and policies impacting the preparation of budgets.
Assists administration in the formulation of policies for accounting, purchasing, property control, disbursement, control of supplies, and related fiscal and business administration activities; prepares and recommends a uniform and coordinating system of procedures and practices to govern these activities.
Consults with department heads in the preparation of budget estimates and requests; supervises the consolidation of individual requests and the preparation of a coordinated performance budget for the Veterans Home.
Develops a system of reporting and inspection to ensure the implementation of established policies and procedures.
Participates in the design and implementation of a reporting system to provide administration with financial, statistical, and related information concerning the operation of various functions and activities of the Veterans Home.
May conduct special surveys and/or studies of departments to determine operational efficiency, including personnel utilization and effectiveness of organization; prepares and recommends improved administrative practices.
Assumes full responsibility for the operation of the Veterans Home when necessary.
Exercises significant independence and initiative in the performance of responsibilities within established policies and rules; receives general administrative direction.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Possession of a current license as a Nursing Home Administrator issued by the Missouri Board of Nursing Home Administrators.

Comprehensive knowledge of the principles and practices of institutional management as applied to administration and organization.
Comprehensive knowledge of business and public administration related to fiscal management, procurement and supply, and personnel administration.
Intermediate knowledge of the organizational and administrative aspects of the professional services of Veterans Homes for the elderly such as nursing, dietary, therapeutic and diagnostic services, and social services.
Introductory knowledge of the general administrative aspects of building and plant maintenance operations.
Ability to formulate and administer the application of plans and procedures for the effective establishment and maintenance of fiscal controls and general management procedures.
Ability to exercise initiative and judgment in interpreting policies and procedures, evaluating institutional operations, and formulating recommendations for improvement.
Ability to establish and maintain effective working relationships with all institutional personnel.
Ability to understand and complete complex directions effectively.
Ability to prepare reports and conduct special administrative studies.
