This is advanced technical work in the State Tax Commission performing complex commercial property appraisals in an assigned metropolitan area of the state.
An employee in this class is responsible for performing appraisals, within an assigned metropolitan multi-county area, of designated parcels of complex commercial and industrial property randomly selected for inclusion in the ratio study conducted by the State Tax Commission for the purpose of measuring assessment accuracy for each jurisdiction within the state. Work involves performing physical inspections of assigned properties; calculating appraised values by applying cost, market and income approaches; and preparing detailed summary appraisal reports. Work also involves collecting, analyzing, tabulating and verifying data on sales, rentals and costs of real properties for economic and cost studies. General supervision is received from the Assistant Manager of the Ratio Section who reviews the work for technical accuracy and adherence to established rules and policies; however, the employee is expected to exercise considerable initiative and independent judgment within established guidelines.
Performs physical inspections of assigned properties; measures and plots land and structural dimensions; takes photographs and draws sketches to illustrate property dimensions.
Gathers and analyzes available sales information to identify comparable properties; calculates and adjusts comparable sales data to arrive at market values.
Calculates appraised values for large, multiple-use commercial and industrial property and improvements by applying cost, market and income approaches.
Prepares detailed summary appraisal reports and related records to document the appraisal process and findings.
Participates in meetings with county officials to gather information regarding disputed appraisal values.
Participates in special projects and studies as assigned.
Assists in the training of lower-level Appraisers.
Confers with supervisor regarding appraisal issues and work assignments; attends staff meetings to obtain information concerning new or revised policies and procedures.
Prepares and submits itineraries, work projections and activity reports.
Performs other related work as assigned.
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
Two years of commercial appraisal experience as an Appraiser II with the Missouri State Tax Commission.
OR
Four years of appraisal experience, of which two years must have been in commercial appraisal work; and possession of a high school diploma or proof of high school equivalency.
Ability to obtain a General Real Estate Appraiser Certificate from the Missouri Real Estate Appraisers Commission within established time frames.

Considerable knowledge of the principles and practices of appraisal techniques, including cost, market and income approaches to valuing property.
Considerable knowledge of property tax laws and regulations.
Working knowledge of Uniform Standards of Professional Appraisal Practice.
Ability to perform physical inspections of properties and adapt to a work environment which may include rough terrain, inclement weather, dangerous animals and insects, hazardous materials, high crime areas, etc.
Ability to operate a camera and applicable measuring devices.
Ability to read and interpret aerial, topographical and cadastral maps, deeds and related legal property records.
Ability to make accurate calculations.
Ability to use computers and various software applications.
Ability to maintain records and prepare reports.
Ability to communicate clearly and effectively.
Ability to establish and maintain effective working relationships with county officials, property owners, co-workers and the general public.
Ability to travel extensively in the performance of assigned duties.
Ability to organize time, work activities and travel schedules to perform multiple appraisal assignments concurrently and achieve established goals.
