This is entry-level professional work providing technical assistance to companies in the establishment of a new business in the state or the expansion of an existing operation/facility through economic incentives such as tax credits, grants and/or alternative loans.
Reviews tax credit, loan and/or grant applications from companies and individuals; determines eligibility in accordance with regulations and program guidelines; enters program data from approved applications into computer system; issues tax credit certificate or funding approval.
Maintains and revises program guidelines and procedures to accommodate administrative priorities and new legislation and to ensure efficient processes.
Provides technical information and assistance regarding tax credits, grants and/or alternative loans to companies and individuals considering establishing a new business in the state or expanding current operations/facilities.
Prepares tax and/or loan incentive packages designed to attract and retain businesses in the State of Missouri.
Prepares loan review and loan documents for manager's approval.
Responds to inquiries relating to the process for claiming tax credits, including interaction with the Missouri Department of Revenue concerning approved tax credit amounts.
Assists in preparing and presenting program-specific seminars and workshops to prospective clients, community representatives, economic development professionals and the general public.
Provides assistance to company and independent accountants, tax attorneys and taxpayers relating to the procedures for completing program applications, forms and schedules.
Prepares monthly statistical reports, annual reports and five-year assessments of assigned program activities.
Plans and schedules work activities to achieve established program goals.
Performs site visits to verify compliance with program/project requirements.
Exercises independence and initiative in the performance of assigned responsibilities within established guidelines; receives general administrative direction.
Performs other related work as assigned.

These minimum qualifications may also be used to evaluate employees for Missouri Uniform Classification and Pay System positions. (More specific qualifications may be required for particular positions allocated to this class depending on the assigned duties and responsibilities.)
A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Finance, Accounting, Marketing, Economics, Business or Public Administration, or a closely related field.

Introductory knowledge of financial and tax management, economic development, accounting and auditing principles and procedures.
Ability to interpret and apply statutes, regulations and agency policies related to tax credit or alternative loan eligibility.
Ability to analyze and interpret complex financial data and tax-related documents.
Ability to organize and prepare tax and/or loan incentive packages for the promotion of the state and the attraction of new businesses.
Ability to communicate effectively and to prepare complete and concise reports.
Ability to establish and maintain effective working relationships with other employees, business owners and managers, accountants, tax attorneys, economic development professionals, bank officials, state and federal agencies and the general public.
Ability to travel in the performance of assigned duties.
