This is senior-level professional and technical work administering an assigned workforce development program in the central office of the Missouri Division of Workforce Development.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as a Workforce Development Specialist III with the Missouri Division of Workforce Development.

OR

One or more years of experience as a Workforce Development Supervisor III with the Missouri Division of Workforce Development.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Labor Economics, Education, Business, Personnel, or Public Administration, or a closely related field; and,

Three or more years of professional or technical experience in social service, education, job placement, community organization, or a closely related area; or in business, personnel, or public administration involving responsible public contact, including one or more years of experience in economic development, job placement, employment counseling, employer services, training assessment, job development, or a closely related area; or military experience (at the E-5 level or above) with primary responsibility in recruiting or personnel administration involving interviewing, selection, classification, job placement, or career counseling, including one or more years of experience in economic development, job placement, employment counseling, employer services, training assessment, job development, or a closely related area.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required general experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Special Requirements

Ability to obtain/possess Workforce Development credentialing as established by the Missouri Department of Economic Development, Division of Workforce Development.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Directs one or more statewide workforce development programs; provides guidance and oversight to one-stop career centers to ensure compliance with agency policies and procedures and may supervise technical and clerical staff.

Provides professional and technical assistance to local office staff, workforce development staff and service providers; provides functional supervision over the assigned workforce development program.

Conducts complex studies of workforce development and training needs; reviews past employment/training plans and achievements; evaluates the extent and quality of services provided by employment and training service providers; develops employment and training plans, programs, modifications, and grant applications.

Compiles reports on workforce development employment programs, progress in implementing job development and training plans, and the effectiveness of program administration.

Monitors the activities of workforce development program grantees to ensure the terms of the grant/contract are being met; ensures the needs of the unemployed are being addressed through job development and training programs.

Provides administrative and operational clarification relating to all phases of an assigned workforce development program.

Exercises independence in the performance of responsibilities; receives general administrative direction from a workforce development supervisor or other administrative staff.

Performs other related work as assigned.
