This is specialized work maintaining the security and integrity of Missouri Lottery products and operations.

An employee in this class performs and/or oversees specialized functions to ensure the security and integrity of Lottery facilities, products, computer systems, drawings, events and/or related operations. Work involves coordinating, installing and monitoring security systems and services; conducting internal and external investigations; and developing and implementing security policies and procedures. General supervision is received from a designated administrative superior; however, the employee is expected to exercise considerable initiative and independent judgment in the performance of assigned responsibilities.

 

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)

Four years of experience in investigations, law enforcement or related work involving the design and implementation of security systems and procedures; and graduation from an accredited four-year college or university with specialization in criminal justice, law enforcement or a closely related area.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Coordinates security systems and services for Lottery facilities; oversees and participates in the installation and maintenance of security equipment; programs and monitors internal access control system.

Supervises staff responsible for maintaining and testing the security and integrity of computer systems and software; oversees development of software testing protocol, parameters and scenarios; coordinates with vendor for problem resolution.

Develops, reviews and implements policies and procedures to maintain the security and integrity of Lottery facilities, products, computer systems, drawings, events and/or related operations.

Conducts internal and external investigations involving players, retailers, vendors and employees; interviews and takes statements; gathers and evaluates pertinent records and evidence; prepares detailed investigative reports; serves as liaison with law enforcement agencies; provides court testimony regarding Lottery procedures and evidence.

Oversees Lottery product distribution operations; coordinates equipment purchases; monitors shipping expenses.

Coordinates and participates in the on-site review of vendor production processes to ensure conformance with Lottery security and integrity standards; conducts and/or monitors testing of products for accuracy, traceability, resistance to tampering, etc.

Schedules staff to provide security for drawings and special events.

Responds to after-hours security issues; contacts security service and/or law enforcement as needed.

Performs other related work as assigned.

Key Skills

Thorough knowledge of statutes, regulations, policies, procedures and operations of the Missouri Lottery.

Thorough knowledge of security systems, equipment and techniques.

Considerable knowledge of investigative practices and procedures.

Working knowledge of computer system security, maintenance and testing.

Working knowledge of shipping and distribution methods and procedures.

Working knowledge of the principles and techniques of effective supervision and training.

Ability to develop, review and implement policies and procedures to maintain the security and integrity of Lottery products and operations.

Ability to conduct investigative interviews, gather evidence, prepare comprehensive reports and provide court testimony.

Ability to independently coordinate and oversee operations within an assigned area of responsibility.

Ability to establish and maintain effective working relationships with retailers, vendors, law enforcement officials, co-workers and the general public.

Ability to maintain records and prepare reports.

Ability to communicate clearly and effectively.
