This is senior-level professional, specialized and/or supervisory accounting work utilizing broad and in-depth knowledge of accounting concepts and principles in the application, evaluation, and interpretation of financial data in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Accounting Specialist II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university in Accounting or a Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in Accounting; and,

Six or more years of professional experience in business or governmental accounting.

(24 earned graduate credit hours from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for one year of the required experience.)

(A Master’s degree from an accredited college or university which includes six or more earned graduate credit hours in Accounting may substitute for two years of the required experience.)

Job Duties

Applies and interprets conceptual accounting principles in the approval, analysis, and oversight of financial transactions and statements in accordance with GAAP and agency, state, or federal requirements.

Supervises or directs the work of professional accounting staff.

Oversees accounts payable, accounts receivable, payroll, fixed assets, and fund accountability ensuring regulatory compliance and appropriateness of financial transactions; prepares/reviews supporting documentation; and explains accounting events in conformance with GAAP and GASB.

Advises management regarding internal control measures to ensure efficient and effective operations, development of reliable financial data, and compliance with applicable laws and regulations.

Reviews, develops, and recommends agency, state, or federal policies and procedures for grant applications and awards; oversees grant accounting and reporting functions.

Develops, prepares, and reviews responses to internal, state, and federal audits, and monitors corrective action plans.

Audits vendor contracts to ensure compliance with budget allocations and expenditures.

Reviews and analyzes financial reports to assist in the evaluation of budget integrity; evaluates, analyzes, and approves budget requests; prepares annual budget proposals; and administers a complex cost allocation plan.

Analyzes and interprets trends; prepares and presents financial forecasts; assesses financial conditions and funds’ positions; and estimates future outcomes.

Investigates discrepancies/issues; advises management of potential impact and recommends solutions.

Identifies and determines items to be properly disclosed on financial statements; prepares and explains accounting events in conformance with GAAP and GASB; and reviews and provides comments concerning the impact of proposed GASB pronouncements.

Analyzes automated system requirement designs; reviews the development, testing, and implementation of accounting systems.

Evaluates and recommends the modification/development of accounting systems.

Analyzes the effect of legislative proposals on an agency’s financial condition and prepares/reviews associated fiscal notes.

Makes recommendations on agency policies, procedures, and systems; reviews and approves implementation plans for new/revised legislation and policy.

Approves, analyzes, and oversees the preparation of transactions and financial statements in accordance with GAAP, GASB, and statutes ensuring adequate disclosure and regulatory compliance.

Exercises significant independence, judgment, and initiative in the performance of assignments within established policies and procedures; receives general administrative direction.

Performs other related work as assigned.
