This is senior-level professional work administering district or statewide park programs and serving as the liaison with federal, municipal, and other state agencies for the Missouri Division of State Parks.
Applicants must meet one of the following eligibility requirements:
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as a Park Operations and Planning Specialist II, Executive II, or Planner II with the Missouri Division of State Parks.
OR
A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Park/Historic Site Planning, Park Management, Business Administration, Public Administration, Recreation, Law Enforcement, Environmental Sciences, Silviculture, Dendrology, Biology, Chemistry, History, or a closely related field; and,
Two or more years of experience in parks and recreation involving planning, management, special events, law enforcement, project planning and implementation, grant writing, resource interpretation, serving as a lead worker overseeing park or building maintenance, or comparable work.
(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of one year of the required experience.)
OR
An Associate degree or 60 or more earned credit hours from an accredited college or university with a minimum of 6 earned credit hours in one or a combination of the following: Park/Historic Site Planning, Park Management, Business Administration, Public Administration, Recreation, Law Enforcement, Environmental Sciences, Silviculture, Dendrology, Biology, Chemistry, History, or a closely related field; and,
Four or more years of experience in parks and recreation involving planning, management, special events, law enforcement, project planning and implementation, grant writing, resource interpretation, serving as a lead worker overseeing park or building maintenance, or comparable work.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
(Additional earned credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 30 earned credit hours for one year.)
OR
Six or more years of experience in parks and recreation involving planning, management, special events, law enforcement, project planning and implementation, grant writing, resource interpretation, serving as a lead worker overseeing park or building maintenance, or comparable work; and possession of a high school diploma or proof of high school equivalency.

Administers programs related to state parks or historic sites; directs the development and oversees the administration of long-range plans, short-term projects, and specials events.
Serves as the department’s liaison with federal, municipal, and other state agencies on state park and historic site issues.
Develops plans to improve or enhance state park or historic site facilities or operations, ensuring limited environmental impact which could involve obtaining funds, coordinating services, or other related matters.
Coordinates environmental services involving drinking water and wastewater operations including licensing and operator certification, waste reduction and recycling, alternative fuel use, energy savings efficiency, and hazardous waste removal.
Develops, coordinates, and implements trail plans and layouts; serves as liaison on trail-related matters.
Prepares budgets, monitors expenditures, and/or prepares bid specifications; procures equipment, vehicles, materials, supplies, and services relating to projects or special events.
Negotiates leases, contracts and permits; participates in purchasing or transferring ownership of real estate; prepares grant requests and monitors compliance relating to projects or special events.
Conducts research to determine the social, economic, or demographic effect of facility operations or expansions; compiles, analyzes, and provides interpretation of technical information.
Reviews proposed legislation to determine impact upon planning, coordination, and operation functions, and to estimate potential financial, personnel, and environmental impact.
Participates in the development and/or updating of state statutes, policies, rules, procedures, and guidelines relating to state parks or historic sites; develops operational standards for facilities and programs.
Responds to inquiries from the public, media, legislators, and other agencies.
Trains and/or supervises volunteers, interns, and other staff members.
Exercises considerable independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the administration and operation of a state park or historic site.
Comprehensive knowledge of the principles and practices for short/long-range planning and implementing projects, special events, or programs for state parks or historic sites.
Comprehensive knowledge of the policies, statutes, procedures, and rules relating to the cultural, natural, environmental protection, and recreational use of public lands.
Intermediate knowledge of environmental issues relating to state parks or historic sites.
Intermediate knowledge of the budget and grant process.
Ability to research, interpret technical information, and prepare comprehensive reports.
Ability to negotiate and communicate effectively.
Ability to establish and maintain effective working relationships with the public, administrative staff, and other employees.
