This is administrative and supervisory work in an information technology environment.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Information Technology Specialist I with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in computer science or computer information technology; and,

Seven or more years of experience in one or more of the following areas: applications development/support, business/systems analysis, communications technologies, network technologies, information technology security, databases, system programming, end user support, and/or web technologies.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(24 or more earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Supervises staff performing information technology tasks, and directing teams and projects to successfully meet information technology goals and initiatives of the State of Missouri.

Selects, trains, mentors/guides, and evaluates information technology staff; provides recommendations for disciplinary actions and/or grievance resolutions; and oversees time accounting.

Researches information technology trends and operational best practices; monitors the progress and attainment of initiatives and goals, and effectiveness of services.

Confers with and maintains liaison with supported agency management and industry representatives; directs feasibility studies; and recommends information technology solutions.

Provides oversight and strategic guidance in determining business system requirements, and protecting and defending digital information/assets.

Prioritizes and assigns projects and maintenance/enhancements relating to applications, database creation and configuration, hardware/software upgrades and technical support for internal/external systems, communication/network systems, servers and associated storage devices, and design/functionality of web environments.

Provides oversight in the preparation of project assessment quotation/bid specifications; reviews vendor proposals.

Exercises considerable independence, judgment, and initiative in supervising activities within assigned area(s) and the performance of other duties assigned; receives general administrative direction.

Performs other related work as assigned.
