Definition

This is responsible technical and professional work in promoting and coordinating the securing of contracts with the State of Missouri by minority/women-owned business.

An employee in this class provides assistance to minority/women business enterprises in order that they might increase their participation in the public market-place. Work involves developing and implementing a program to promote increased participation of minority/women business enterprises in contractual opportunities with state and local governments. This employee furnishes guidance to minority/women management from the point of the bidding process to the completion of the contract. Work includes visiting minority/women business enterprises to review their capabilities to be competitive and to fulfill the requirements of any contract awarded. Assignments require that independent judgment be exercised; consequently, only general supervision is provided by an administrative superior.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two years as a Minority Purchasing Assistant, or one year as a Minority/Women Certification Coordinator or Buyer II with the Office of Administration.

OR

Two years of professional or technical experience in manufacturing, wholesale or retail business; and graduation from an accredited four-year college or university with specialization in business or public administration, accounting, economics, sociology or closely related fields. (Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in education. Graduate work in the specified fields may be substituted on a year-for-year basis for a maximum of one year of the required experience.)

OR

Two years of professional or technical experience in business development, community development or human relations work with minority/women groups, of which at least one year must have been in a supervisory, administrative, or managerial capacity; and graduation from an accredited four-year college or university with a bachelor's degree and specialization in business or public administration, accounting, economics, sociology, or closely related fields. (Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in education. Graduate work in the specified fields may be substituted on a year-for-year basis for a maximum of one year of the required general experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Maintains contact with organizations in the minority/women business community to identify minority/women business enterprises and their capabilities of delivering products and services.

Develops and maintains a directory of minority/women business enterprises; encourages minority/women contracting by personal visits, conducting seminars and by phone.

Provides technical assistance to minority/women business enterprises.

Makes personal visits to minority/women business enterprises to assist them in obtaining state contracts; explains bidding procedures, technical documents and bonding and insurance requirements.

Reviews bid opportunities and researches historical bid information for minority/women business enterprises.

Participates in or conducts meetings and conferences with state employees involved in purchasing, concerning new product or service requirements.

Develops and interprets statistical information concerning minority/women contracting; prepares reports for an administrative superior; indicates trends and makes recommendations for improvements in the program.

Reviews, monitors and/or investigates issues pertaining to contracts and certification challenges.

Monitors proper administration and completion of contracts with the state.

Responsible for MBE/WBE certification program.

Performs other related work as required.
