This is technical and administrative work involving the provision of leased space for state government agencies.

An employee in this class is responsible for general administration and coordination of the state's leasing program. Work includes space analysis, coordinating advertisement and negotiations with individual agencies, negotiating with landlords and evaluating bids. Work also involves responsibility for energy conservation, insuring adequate access for the handicapped, and monitoring fire and safety provisions. The employee exercises considerable personal discretion and judgment within the framework of the policies and procedures of the Division of Facilities Management, and the supervision of the State Leasing Manager.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One year of professional, technical, or management experience in one or a combination of the areas listed below; and graduation from an accredited four-year college or university with specialization in public or business administration, facilities design or engineering or closely related fields. (Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in undergraduate education.)

1. Large scale (75,000 square feet or greater) office building management in a governmental or private agency.

2. Management of office space in a lease management corporation.

3. Responsible contract management or contract administration experience in building or office space management, or lease negotiation and public bidding for real property goods and services, or other closely related areas.

OR

One year of experience as a Building Manager I, Office Services Coordinator I, Buyer II, or Contract Specialist I with the Missouri Merit System.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans and budgets for leased property.

Writes specifications and advertises space needs, evaluates bids and makes recommendations to State Leasing Manager.

Monitors energy use and conservation in leased facilities; insures adequate access for the handicapped; monitors fire and safety provisions.

Maintains the Lease Management system; provides a variety of reports for the State Leasing Manager.

Provides liaison between landlords and state agencies.

Determines most appropriate utilization of space, to insure that the needs of all agencies are met in the economical manner.

Makes recommendations concerning the use of state-owned space.

Communicates with property owners and financial interests to encourage the upgrading of leased property, and to achieve geographic concentration of state agencies to facilitate service to the public and foster efficient use of fuel and other resources.

Performs other related work as assigned.

Considerable knowledge of the principles and practices of public and business administration.

Working knowledge of the methods, materials and equipment used in the care of public buildings and grounds.

Ability to understand and effectively carry out complex directions.

Ability to exercise a high degree of persuasion, tact and diplomacy in dealing with situations where political, community and business interest may be in conflict with the needs of the state.
