This is mid-level professional accounting work utilizing the interpretation and application of broad and in-depth knowledge of accounting concepts and principles according to Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).
Applicants must meet one of the following eligibility requirements:

Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Two or more years of experience as an Accounting Specialist I with the Missouri Uniform Classification and Pay System.
OR
A Bachelor’s degree from an accredited college or university in Accounting or a Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in Accounting; and,
Three or more years of professional experience in business or governmental accounting.
(24 earned graduate credit hours from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for one year of the required experience.)
(A Master’s degree from an accredited college or university which includes six or more earned graduate credit hours in Accounting may substitute for two years of the required experience.)

Applies and interprets conceptual accounting principles in the preparation and analysis of financial statements and determines the appropriateness of financial transactions in accordance with GAAP and agency specific, state, or federal requirements.
Analyzes accounts payable, accounts receivable, payroll, fixed assets, and fund accountability ensuring regulatory compliance and appropriateness of financial transactions; prepares/reviews supporting documentation and explains accounting events in conformance with GAAP and GASB.
Assists with development of agency policies and procedures for grant applications and awards; reviews grant disbursements, investigates discrepancies, and recommends/takes appropriate corrective action.
Prepares and reviews financial information requested by internal, state, and federal auditors; responds to audits and corrective action plans, and monitors progress.
Audits vendor contracts to ensure compliance with budget allocations and expenditures.
Reviews, evaluates, and analyzes expenditures and budget requests; provides recommendations to meet financial objectives and assists with preparation of budget proposals.
Analyzes and interprets cost and/or performance data to identify trends; prepares financial forecasts; and assesses financial conditions and funds’ positions.
Identifies and investigates financial discrepancies/issues; advises management of solutions and potential impact.
Develops and analyzes required or specialized reports, detailed financial statements, and cost allocation plans; identifies and determines items to be properly disclosed on financial statements; and assists with the reviews and provides comments concerning the impact of proposed GASB pronouncements.
Analyzes automated system requirement designs; reviews the development, testing, and implementation of accounting systems; and troubleshoots internal systems.
Assists with the evaluation and provides recommendations in the modification/development of accounting systems.
Reviews data and prepares fiscal notes in response to legislative requests.
Supervises and/or directs staff responsible for accounting functions.
Exercises considerable independence, judgment, and initiative in the performance of assignments within established policies and procedures; receives general administrative direction.
Performs other related work as assigned.
Intermediate knowledge of Generally Accepted Accounting Principles (GAAP) and methods, and the ability to apply and adapt established methods to varied accounting problems.
Intermediate knowledge of conceptual principles and applied practices of governmental accounting.
Intermediate knowledge of state and federal laws, rules, and regulations governing the expenditure and reporting of state and federal funds.
Intermediate knowledge of Generally Accepted Auditing Standards (GAAS) and Generally Accepted Government Auditing Standards (GAGAS).
Intermediate knowledge of the principles and application of accounting systems.
Intermediate knowledge of the principles and practices of supervision.
Ability to research accounting issues and apply appropriate standards to financial transactions and statements.
Ability to apply and adapt established methods and procedures to accounting policies, procedures, and regulations.
Ability to prepare and maintain accurate and detailed financial records and reports.
Ability to identify and recommend improvement in financial processes and accounting systems.
