This is mid-level professional work in the interpretation and application of established accounting procedures and regulations.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Accounting Generalist I with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in Accounting; and,

Two or more years of professional business or governmental accounting experience including the processing of financial data which requires the interpretation and application of established accounting procedures.

(Business or governmental accounting experience [at or above the level of Accounting Clerk] including the processing of financial data may substitute on a year-for-year basis for deficiencies in the required college education.)

(24 earned graduate credit hours from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for one year of the required experience.)

(A Master’s degree from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Prepares, analyzes, and presents financial statements, reports, and data; prepares specialized reports in response to management and agency requests.

Provides technical assistance in the preparation of the annual budget; prepares detailed budgetary reports based upon projected level of activities; and assists with cost projections.

Prepares, develops, and implements cost allocation plans.

Plans, directs, and/or supervises the work of clerical and/or technical staff performing accounting functions.

Directs accounts payable and/or receivable functions; ensures fund balances are accurate and accounts are in compliance with established financial procedures; and investigates discrepancies, recommends and takes appropriate corrective actions within established guidelines.

Reviews and approves the processing of invoices, vouchers, adjustments, refunds, expenditures, and disbursements in accordance with established financial procedures; investigates discrepancies and takes appropriate actions within established guidelines.

Reviews grant/contract proposals and awards; monitors grants/contracts to determine availability of funds.

Participates in or conducts audits of vendor contracts.

Assists in the evaluation, modification, and implementation of procedures and policies to ensure efficiency and effectiveness.

Exercises independent judgment and initiative in the performance of duties; receives general administrative direction.

Performs other related work.
