This is senior-level professional budget and program policy work in the Office of Administration, Division of Budget and Planning involving researching, analyzing, and making recommendations concerning the most complex issues.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.  When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as a Budget and Planning Analyst II with the Office of Administration, Division of Budget and Planning.

OR

A Bachelor's degree from an accredited college or university with a minimum of 24 earned credit hours in Public or Business Administration, Public Policy, Economics, Planning, social sciences, Social Work, Criminal Justice, Political Science, Statistics, English, Hospital Administration, Public Health, History, Agricultural Economics, Education, Finance, Accounting, Journalism, Regional and Community Affairs, Resources Management, Parks Administration, Forestry, or Law; and,

Three or more years of professional experience with a primary focus involving public policy analysis, governmental budget administration, or closely related work in a governmental setting such as program, cost, or operational analysis, or research.

(24 earned graduate credit hours from an accredited college or university in one or a combination of the following: Accounting, Finance, Economics, or Public or Business Administration may substitute for one year of the required experience.)

(A Master's degree from an accredited college or university in Accounting, Finance, Economics, or Public or Business Administration may substitute for two years of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Analyzes and examines budget requests from state agencies on the most complex issues for completeness, accuracy, and conformance with procedures and regulations.

Develops recommendations and justifications for agency funding.

Reviews programs of various state departments in terms of priorities, fund expenditures, and service coordination.

Tracks appropriation and policy legislation concerning assigned agencies; attends hearings, prepares reports on status of bills, and reviews bills passed by the General Assembly .

Researches, analyzes, and develops specific recommendations regarding current policy issues.

Initiates the evaluation of emerging policy issues.

Researches, analyzes, and makes recommendations on specially assigned issues outside normally assigned agency responsibilities.

Assists the Section Manager in training new employees.

Assembles fiscal and statistical data for use in budgetary and program evaluations.

Serves as lead analyst in office-wide projects involving the coordination of Budget and Planning Analyst I and II work.

Provides technical assistance to agency officials in preparing departmental budgets.

Prepares extensive written materials, including fact sheets, background papers, and policy reviews; presents work product to supervisors and responds to related inquiries.

Receives general direction from an administrative supervisor who reviews work through conferences, reports, and evaluation of operational results.

Exercises a high degree of initiative and judgment in the performance of assigned responsibilities.

Performs other related work as assigned.
