This is senior-level professional and administrative work managing human relations programs and coordinating civil rights investigations.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Human Relations Officer II with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience as a Human Relations Officer I with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Public, Business or Personnel Administration, Social Sciences, or a closely related field; and,

Four or more years of professional, technical or consultative experience in human relations, personnel administration, recruitment and selections, employee grievance, equal employment or other investigations, or a closely related area, including two or more years of experience at a level comparable to a Human Relations Officer I.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(Experience in human resources, public or business administration, social work, investigations, recruitment and selections, or a closely related area, at or above the level of Administrative Office Support Assistant, Personnel Clerk or military pay grade E-4, may substitute on a year-for-year basis for deficiencies in the required education.)

(24 earned graduate credit hours from an accredited college or university in the specified areas, or in the field of law, may substitute for one year of the required general experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Manages, coordinates and implements human relations, affirmative action and equal employment opportunity programs in a moderate-to-large state agency.

Manages, coordinates and reviews the investigation of civil rights complaints and the negotiation of settlements in a geographic area of the state for the Missouri Commission on Human Rights (MCHR).

Provides leadership, guidance, policy interpretation, administrative support and advice to agency officials on equal employment opportunity and civil rights compliance matters; proposes and develops new and revised policies; provides updates on program activities.

Trains, supervises and reviews the work of professional human relations and support staff.

Participates in the development and presentation of human relations curricula for in-service training, workshops and seminars; serves as consultant and lecturer to other agencies, groups and organizations.

Functions as the agency's civil rights coordinator, assuring that services are provided to all clients without regard to race, color, religion, national origin, ancestry, sex, age or disability in accordance with federal and state laws.

Provides technical assistance to agency staff and contractors; establishes procedures for monitoring agency facilities and contractors to ensure compliance with applicable federal and state civil rights regulations.

Monitors proposed personnel actions to assure that no discriminatory practice has occurred and that there has been uniform application of the policies, rules, regulations and procedures.

Coordinates the preparation of agency responses to interrogatories and the collection of documentation required by external human rights agencies in the conduct of complaint investigations and conciliation hearings.

Prepares and/or coordinates the preparation of interrogatories to obtain information and documentation from respondents; reviews and analyzes responses and requests necessary follow-up information.

Exercises considerable initiative and independence in performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of current social, economic and related areas pertaining to the field of human relations.

Comprehensive knowledge of individual and group behavior, with special emphasis on cultural diversity and attitudes involved in racial or ethnic relations.

Comprehensive knowledge of the principles and practices of personnel administration.

Ability to train and supervise professional human relations and support staff.

Ability to evaluate and coordinate agency programs and services for compliance with civil rights regulations and policies.

Ability to direct and conduct investigations, and to mediate and conciliate complaints.

Ability to develop and maintain effective working relationships with complainants, respondents, witnesses, attorneys, minority and women's groups, civic organizations, other employees, and the general public.

Ability to prepare comprehensive reports and to communicate clearly and effectively.

Ability to plan own work and that of subordinates.
