Definition

This is senior-level professional supervisory and/or administrative human resources/personnel administration work in the Office of Administration, Division of Personnel.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One or more years of experience as a Personnel Analyst III with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Business, Public, or Personnel Administration; Industrial and Labor Relations; Psychology; Statistics; or a closely related field; and,

Four or more years of professional human resources/personnel administration experience with a primary focus involving position classification, recruitment, selection, compensation, union negotiations, and/or professional development training in management, supervision, performance appraisal, and related personnel courses, including one or more years of experience supervising professional staff engaged in human resources/personnel administration activities.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required general experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Human resources/personnel administration (non-clerical) experience with a primary focus involving position classification, recruitment, selection, compensation, union negotiations, and/or professional development training in management, supervision, performance appraisal, and related personnel courses may substitute on a year-for-year basis for deficiencies in the required education.)

 

 

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, organizes, directs, and coordinates personnel activities in one or more of the major phases of human resources/personnel administration.

Directs and supervises professional staff engaged in personnel activities such as position classification and evaluation, recruitment, selection, and compensation.

Directs and oversees the review and evaluation of unit personnel activities; makes recommendations to improve operations and ensures achievement of goals and objectives.

Participates in and/or conducts special studies and projects in various areas of human resources/personnel administration.

Consults and corresponds with agency personnel and administrative officials concerning personnel related issues; assists in the development of procedures and policies; and interprets personnel laws.

Analyzes statistical data, reviews class qualification standards, and restructures classes to provide career ladders.

Directs and oversees the preparation of workforce data reports and wage/salary studies.

Serves as advisor to staff and provides assistance with major personnel activities; assists with project objectives and implementation techniques.

Represents the section manager and/or Director in meetings and public contacts.

Attends meetings, seminars, conferences, training programs, and special recruiting events pertaining to human resources/personnel administration.

Exercises significant independent judgment and initiative under general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of the principles and practices of human resources/personnel administration including methods and techniques for position classification and evaluation, compensation, recruitment, selection, professional development, and union negotiations.

Comprehensive knowledge of federal and state statutes, regulations, rules, policies, and procedures.

Comprehensive knowledge of Missouri government organizational structure and operations and occupations common to State agencies.

Comprehensive knowledge of agency policies, state personnel law, and departmental operating requirements.

Comprehensive knowledge of applicable statistical concepts and methods.

Comprehensive knowledge of management and supervision techniques.

Comprehensive knowledge of current developments in the public personnel field.

Comprehensive knowledge of computer applications used for reporting and personnel and payroll transactions.

Ability to plan, direct, and supervise the operations of human resources/personnel administration activities and coordinate the work of professional and clerical staff.

Ability to exercise judgment and discretion in the performance of duties.

Ability to gather, correlate, and analyze facts of social and economic data and develop recommendations and/or solutions.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships.
