This is administrative work assisting in managing the operations and maintenance of a large state office building, managing a smaller building, or managing a limited phase of a number of facilities.

An employee in this class plans and directs the work of a staff engaged in maintenance, safety, and security activities and in the care and cleaning of office building(s). Work includes conferring with supervisory and administrative staff in determining space, layout, office equipment and communication needs. The employee conducts on-site property inspections, approves minor purchases, prepares budget estimates and directs the requisition, receipt, and distribution of supplies and equipment for maintenance and operation of the building(s). Supervision is exercised over a staff of skilled, semi-skilled and clerical workers. Direction is received from an administrative superior, who reviews work for adherence to established policies and procedures; however, the employee exercises considerable initiative and independent judgment in carrying out assigned duties as more experience is gained.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

Four years of professional or technical experience in large-scale building management, involving responsibility for building and equipment maintenance, safety and security, purchase of supplies and associated record-keeping or in general business or public administration which included substantial responsibilities in the areas of financial management, procurement and supply accountability, personnel supervision and general contacts with the public. (College education with specialization in public or business administration, building engineering, industrial arts or related areas may be substituted on a year-for-year basis for a maximum of three years of the required experience.)

OR

Four years of large-scale supervisory experience in the building maintenance trades (comparable to that of physical plant manager, Plant Maintenance Engineer I or higher level position) with responsibility for plant maintenance, carpentry, plumbing, electrical, and related building work, including or supplemented by one year of supervisory experience involving responsibility for the operation, installation, or maintenance of a large-scale steam-electric power plant, a high pressure, high temperature water heating plant and/or high pressure steam heating plant, or comparable supervisory work involving large scale electrical heating or central HVAC system; possession of a high school diploma or proof of high school equivalency. (College education with specialization in public or business administration, building engineering, industrial arts, or related areas may be substituted on a year-for-year basis for a maximum of three years of the non-specialized experience.)

Special Requirements

Six years of prerequisite experience at a semi-skilled or higher level in the areas of building and plant maintenance or plant operations must be satisfied before supervisory experience can be considered comparable to that required at this level.

Job Duties

Supervises, directly and through subordinates, a number of employees assigned in various maintenance, janitorial, security and other service activities.

Participates in the negotiation of leases for offices and storage space and monitors lease contract performance.

Makes periodic inspections of the office building(s) and equipment to determine if janitorial, security and other services are adequate and whether repair work is needed; reviews safety and security equipment and procedures for adequacy.

Supervises the maintenance and operation of the parking facility, including collection and deposit of all monies derived from same.

Monitors contracts for cleaning service, maintenance of office equipment, and elevator and escalator equipment; works with appropriate state official(s) to resolve any problems arising out of contractor non-performance.

Maintains cooperative relations with occupants of the building; receives their complaints and makes necessary adjustments; recommends utilization of space on the basis of requests made and space available.

Assigns and reviews work of subordinates, gives instructions, maintains discipline and resolves difficult buildings and grounds maintenance and security/safety problems.

Prepares estimates and recommends and supervises necessary repairs or alterations to buildings.

Confers with supervisory and administrative staff on the space, layout, office equipment and communication needs for one or more offices.

Directs the requisition, receipt and distribution of supplies, tools and equipment for maintenance and operation of the building(s) and surrounding grounds.

Approves minor purchases, checking specifications, source of supply and availability of funds.

Prepares annual budget estimates; justifies building expenditures.

Maintains records and prepares reports.

Performs other related duties as assigned.

Key Skills

Considerable knowledge of the methods, materials and equipment used in the care of large public buildings and grounds.

Considerable knowledge of state requirements, regulations and procedures governing leases and contracts.

Considerable knowledge of the crafts and trades employed in operating and maintaining a large office building.

Working knowledge of the principles, practices and procedures of office and building management.

Ability to direct the work of others and to estimate material and equipment necessary for varied maintenance and repair jobs.

Ability to recognize safety and security hazards and to correct or eliminate them.

Ability to read, interpret and draw sketches, pencilled layouts and blueprints.

Ability to establish and maintain effective working relationships with employees, outside contractors and occupants of the building.

Ability to keep records and make periodic reports.
