This is responsible administrative work for the Division of Design and Construction in managing the operation and maintenance of a large-scale state-owned office building or complex.

An employee in this class is responsible for the management of all building operations, space allocation and the preparation of the annual budget request. Work includes the direction of a staff engaged in the operation, maintenance, security and cleaning of building(s) and in the maintenance of equipment and care of the grounds. The employee approves purchases, initiates requisitions and assumes responsibility for the receipt and distribution of supplies, equipment and materials for the operation and maintenance of the building(s). Work also involves periodic inspections of building(s) and grounds for cleanliness, proper maintenance and safety. General direction is provided by an administrative superior, who reviews the work for adherence to established policies, goals and procedures; consequently, the employee exercises a high degree of initiative and independent judgment.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One year as a Building Manager I under the Missouri Merit System.

OR

Five years of professional or technical experience in large-scale building management involving responsibility for building and equipment maintenance, safety and security, purchase of supplies and associated record-keeping or in general business or public administration which included substantial responsibilities in the areas of financial management, procurement and supply accountability, personnel supervision and general contacts with the public, of which at least one year must have been in a supervisory or management capacity. (College education with specialization in public or business administration, building engineering, industrial arts or related areas may be substituted on a year-for-year basis for a maximum of three years of the required general experience.)

OR

Five years of large-scale supervisory experience in the building maintenance trades (comparable to that of physical plant manager, Plant Maintenance Engineer I or higher level position) with responsibility for plant maintenance, carpentry, plumbing, electrical, and related building work, including or supplemented by two years of supervisory experience involving responsibility for the operation, installation, or maintenance of a large-scale steam-electric power plant, a high pressure, high temperature water heating plant and/or high pressure steam heating plant, or comparable supervisory work involving large scale electrical heating or central HVAC system; and possession of a high school diploma or proof of high school equivalency. (College education with specialization in public or business administration, building engineering, industrial arts, or related areas may be substituted on a year-for-year basis for a maximum of three years of the non-specialized experience.)

Special Requirements

Six years of prerequisite experience at a semi-skilled or higher level in the areas of building and plant maintenance or plant operations must be satisfied before supervisory experience can be considered comparable to that required at this level.

Job Duties

Supervises, directly and through subordinates, a number of employees engaged in various operational maintenance, janitorial and security activities.

Confers with using-agency supervisory and administrative staff on the space, layout, office equipment and communication needs.

Participates in the negotiation for office and storage space and monitors its suitability and adequacy.

Maintains cooperative relations with occupants of the building; receives their complaints and makes necessary adjustments.

Makes regular inspections of the office building(s) and equipment to determine if janitorial, maintenance and security services are adequate, and if repair work or changes in procedures are needed.

Supervises the maintenance and operation of the parking facility, including collection and deposit of all monies derived from same.

Monitors contracts for cleaning service, security service, maintenance of central HVAC system, and works with appropriate state official(s) to resolve any problems arising out of contractor non-performance.

Prepares estimates, and recommends and supervises necessary repairs or alterations to building(s).

Directs the requisition, receipt and distribution of supplies and equipment for maintenance and operation of the building(s) and surrounding grounds.

Approves minor purchases, checking specifications, source of supply and availability of funds.

Develops specifications for supplies and services.

Prepares annual budget estimates, justifies building expenditures, prepares analyses of operating expenses and other analyses essential to management of the premises.

Performs other related duties as assigned

Key Skills

Thorough knowledge of the methods, materials, and equipment used in the care of large public buildings and grounds.

Considerable knowledge of state requirements, regulations and procedures governing leases and contracts.

Considerable knowledge of the crafts and trades employed in operating and maintaining a large office building.

Considerable knowledge of the principles, practices and procedures of office and building management.

Ability to direct the work of others and to estimate material and equipment necessary for varied maintenance and repair jobs.

Ability to read, interpret and draw sketches, pencilled layouts and blueprints.

Ability to establish and maintain effective working relationships with employees, outside contractors and occupants of the building.

Ability to keep records and make periodic reports.

Ability to organize and direct the development of an effective operational and preventative maintenance plan and to monitor performance.
