This is trainee-level work analyzing an organization’s operations and developing improved managerial procedures and practices.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor’s degree from an accredited college or university; and,

One or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

OR

A Bachelor’s or higher level degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Business or Public Administration, Economics, Finance, Industrial Engineering, Engineering Management, or a closely related field.

(Professional experience analyzing operations and developing improved managerial procedures and practices may substitute on a year-for-year basis for deficiencies in the stated college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Receives instruction and training in analyzing organizational effectiveness and operational management for an assigned program, division, department, or other designated organizational unit.

Assists in formulating recommendations for improved organizational structure, policies, techniques, methods, systems, and procedures designed to help achieve the goals of the organization and the objectives of its programs.

Assists in the use of management techniques and tools such as systems and procedures analysis, operational audits, management surveys, feasibility studies, methods analysis, quality control, and statistical sampling techniques.

Assists staff, supervisors, management, contractors, and consultants in gathering facts, providing advice, and implementing effective organizational methods and procedures.

Assists in coordinating with information technology staff in the design and installation of management information systems for the improvement of operations and management decisions.

Reviews legislation for impact on agency operations; assists with developing strategies to effectively initiate approved changes.

Gathers and organizes information from management publications, conferences, and other sources on developments and changes in management techniques and concepts; disseminates to appropriate staff members.

Assists in providing technical advice on management systems and techniques to administrative personnel.

Leads and/or supervises staff in areas of assigned responsibility.

Assists in directing and/or managing the work of operational and analytical contractors and consultants.

Analyzes expenditures against program objectives.

Exercises increasing independence and initiative as experience is gained; receives general supervision.

Performs other related work as assigned.

Key Skills

Introductory knowledge of general management principles, methods, techniques, and practical applications in the area of public administration.

Introductory knowledge of management analysis and systems analysis methods.

Introductory knowledge of the general principles and practices of financial analysis, operations research, and/or industrial engineering.

Introductory knowledge of the general applications of information technology.

Ability to gather, organize, analyze, and evaluate facts and figures to assess fundamental causes and symptoms of operational and organizational weaknesses.

Ability to review, analyze, and/or interpret federal or state laws, rules, regulations, policies, and procedures as related to the assigned program.

Ability to provide leadership and/or supervision to program staff.

Ability to communicate effectively.

Ability to establish and maintain working relationships with other employees, contractors, and consultants.
