This is senior-level professional, and/or supervisory work planning, promoting, implementing, and/or evaluating public health programs, services, and/or grants.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from registers.)

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional experience in public health, mental health, environmental health, education, social services, public or business administration, health care, and/or health care administration.

(A combination of education from an accredited college or university and experience described may substitute for the stated qualifications.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assumes responsibility for planning, promoting, implementing, and/or evaluating public health programs within a bureau, section, geographic, or other defined area.

Supervises assigned staff involved in the support of program activities.

Develops and implements program goals, objectives, policies, and procedures; monitors program activities; manages program resources; and maintains administrative procedure.

Serves a liaison with contracted/regulated agencies to resolve complex compliance issues.

Exercises delegated authority to approve or deny complex applications for actions and/or services in accordance with established guidelines; refers questionable or problem applications to the assigned authority.

Serves as program content expert and principal contact providing technical assistance and consultation to customers who may include private, local, state, and federal stakeholders as well as program participants.

Assists in budget development, tracks and monitors expenditures; prepares assigned program fiscal reports, contracts, and grants.

Develops, monitors, and tracks grant work plans, performance measures, and budgets in terms of the accomplishment of program performance measures to ensure that all criteria governing the receipt of funds are met.

Ensures programmatic compliance within state/federal guidelines/regulations, based on funding requirements or other jurisdictional mandates.

Assesses program effectiveness through program evaluation and data analysis and modifies program delivery to improve implementation and/or outcome.

Plans, develops, and conducts state program training for providers, contractors, and clients.

Prepares contracts and requests for proposals; reviews and assesses potential program providers; monitors contract compliance, which may involve conducting surveys/inspections in assigned program areas.

Conducts special studies and research necessary for planning and evaluating a program.

Establishes relationships to improve health in a community (e.g., partnerships with organizations serving the same population, academic institutions, policy makers, customers/clients, and others).

Maintains knowledge on trends, evaluates data for impact on programs, compliance issues, regulations, and guidelines regarding program focus; advises appropriate stakeholders accordingly.

Receives training in the aspects of the assigned public health programs, services, or grants; receives orientation on departmental and program policies, procedures, rules, and regulations.

Exercises considerable independence within established policies and procedures; assumes broad responsibility for program implementation; and receives general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of the functions, services, needs, and operating procedures of long-term care facilities.

Comprehensive knowledge of community service organizations, especially those which provide services to senior citizens, children, and persons with Human Immunodeficiency Virus (HIV)/ Acquired Immune Deficiency Syndrome (AIDS) and/or chronic illnesses.

Comprehensive knowledge of social, economic, and health problems impacting the elderly, children, and families.

Comprehensive knowledge of communicable disease control and epidemiological techniques and methods.

Comprehensive knowledge of financial record keeping, budget preparation, and contract compliance.

Ability to plan, promote, implement, and evaluate public health programs.

Ability to understand and effectively utilize budget documents, fiscal reports, grants, and contracts.

Ability to conduct research studies and analyze complex statistical data.

Ability to plan and direct the work of staff in carrying out assigned program functions.

Ability to communicate effectively, describe program performance standards, and deliver group presentations.

Ability to establish and maintain effective working relationships with other department staff, provider agencies, clients, public health professionals, and the general public as well as contribute to the maintenance of a positive and efficient working environment.

Ability to travel as needed to attend meetings and trainings.
