This is entry-level technical work involving housing and rental assistance programs in one or more of the following areas: housing development/redevelopment viability, monitoring and disbursing program funds, loan servicing programs, or client placement.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Three or more years of experience in housing rental assistance or loan application processing as an Account Clerk II, Senior Office Support Assistant (Clerical-Keyboarding), and/or Administrative Office Support Assistant with the Missouri Housing Development Commission or the Missouri Department of Mental Health; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Finance, Accounting, Economics, Business or Public Administration, Sociology, Psychology, Community or Economic Development, or a closely related field.

(Technical or professional experience in housing rental assistance, loan application assistance, social services, social welfare, mental health, education, community organization, public or business administration, accounting, or a closely related area may substitute on a year-for-year basis for deficiencies in the required degree.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Communicates with lenders, community groups, and departmental staff regarding housing programs offered.

Assists and advises clients, developers and/or non-profit organizations on procedures and requirements related to the Missouri Housing Development Commission (MHDC) programs.

Prepares or assists participants with application process for various housing programs; explains and interprets policies and rules of programs.

Pre-screens clients to determine eligibility for rental assistance programs.

Places deinstitutionalized patients in housing through an agreement with property owners.

Processes documents relating to various home ownership, rental property, and tenant assistance programs.

Assists in providing technical support to participants interested in housing programs.

Compiles statistical data and drafts documents and/or reports for the efficient administration of programs.

Manages an accounting system and database regarding voucher programs, grant administration, annual reports, and various statistical information.

Maintains files of client and financial information in compliance with awards guidelines; participates in completion of annual funds audit.

Exercises independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the principles and practices of office organization, management, and accounting.

Intermediate knowledge of the general provisions, objectives, and philosophy of rental assistance programs.

Introductory knowledge of federal and state laws, rules, and regulations pertaining to housing programs.

Introductory knowledge of real estate mortgage lending principles.

Ability to acquire and maintain knowledge of regulations and regulatory changes for funding programs administered.

Ability to gather, organize, and analyze data, and compile reports.

Ability to interpret and apply policies and procedures.

Ability to oversee disbursement of monies and maintain accurate records of available funding.

Ability to obtain pertinent data from clients through the interview process.

Ability to establish and maintain effective working relationships with staff, clients, governmental officials, sponsors, and the public.

Ability to communicate effectively and interpret policies and procedures to clients.

Ability to travel as needed, including long distance, overnight, and extended stays.
