This is advanced technical work in the analysis of operations and development of improved managerial procedures and practices in the Division of Employment Security.

An employee of this class provides technical advice and assistance to top-level administrative personnel, on matters relating to organizational structure and management systems and techniques. Specific assignments may be in the area of general administration, unemployment insurance or employment service operations. Work involves the obtaining and analysis of facts concerning current organization and efficiency of operation, and the development of recommendations for improved management policies, practices, procedures and controls. Work requires considerable contacts with employees, supervisors, and administrative personnel in the gathering of facts, furnishing of advice, and in the installing of approved organization, methods and procedures. Supervision may be exercised over one or more management analysts of lower rank. General supervision is received from the Chief of Management Analysis, who reviews work for adherence to division policy and attainment of objectives.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One year as a Management Analyst II with the Missouri Division of Employment Security.

OR

Three years of progressively responsible experience, in the Missouri Division of Employment Security, at the level of Management Analyst I, E.S. Manager I, Employment Service/Claims/Contributions Supervisor II, Research Analyst II, Field Auditor II, Accountant II or in a comparable position involving participation in, and affording a knowledge of, the Employment Service or Unemployment Insurance program.

OR

Seven years of progressively responsible employment in a professional, technical or management capacity in business, industrial or personnel management, public administration or closely related areas, of which at least three years must have been in a responsible supervisory, administrative or staff capacity in management analysis and improvement work. (College education with specialization in public, personnel or business administration or related areas, may be substituted on a year-for-year basis for the non-specialized experience.)

Job Duties

Reviews and evaluates the effectiveness of the organization and management of central office, field and local office operations as assigned by the Chief of Management Analysis.

Recommends improved organizational structure, managerial policies and techniques, performance criteria, and/or methods, procedures and systems designed to help achieve the goals of the organization and the purpose of its programs.

Assists the Chief of Management Analysis and the supervisory staff, in the installation and use of management techniques and tools such as production planning and control, systems and procedures analysis, operational audits, management surveys, feasibility studies, methods analysis and work measurement, quality control and statistical sampling techniques.

Designs, conducts or supervises work measurement (or personnel time distribution) studies; monitors or participates in the actual accumulation of data necessary to such studies; evaluates data for management purposes including productivity standards.

Evaluates the over-all operations in an assigned area, in terms of effective use of resources to meet current needs and organizational goals.

Evaluates operational controls, reports, plans of action, and other related procedures and systems as to their usefulness and effect on management capacity.

Provides technical assistance in overcoming management deficiencies and improving central and local office management by advising and training personnel as required.

Collaborates with data processing specialists in the design and installation of data processing management information systems for the improvement of operations and the making of management decisions and results.

Gathers and organizes data and information from management publications, conferences, and other sources, on developments and changes in management techniques and concepts, and disseminates this information to management staff.

Collaborates with the agency training staff as assigned in determining the over-all management training needs and developing management training programs, conferences and publications.

Performs related work as assigned.

Key Skills

Thorough knowledge of general management principles, methods and techniques, and their practical application in the area of public administration.

Considerable knowledge of the general principles and practices of financial administration and budgeting, public personnel management and general office administration.

Considerable knowledge of management and systems analysis methods.

Working knowledge of the general applications of electronic data processing and other office equipment.

Ability to establish and maintain effective and harmonious working relationships with other employees and to secure acceptance of recommendations.

Ability to gather, organize, analyze, and evaluate facts and figures to determine fundamental causes and symptoms of operational and organizational weaknesses.

Ability to make oral and written reports clearly, concisely and effectively.
