This is professional work in the planning, direction, coordination and implementation of statewide children's programs in the Missouri Department of Health and Senior Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with 24 or more earned credit hours in Public Health; Education, Child Development, Social Work, Nursing, Health Education, or Public, Business or Health Care Administration, and,

Three or more years of professional or technical experience in public health, early childhood or elementary/secondary education, school nursing, or school social work, which included one or more years in an administrative capacity involving children's programs.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute for the required general experience on a year-for-year basis at a rate of 24 earned graduate credit hours for one year of experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, directs, implements, coordinates, and evaluates activities for assigned statewide children's programs in the Department of Health and Senior Services with local health departments, schools and school districts, child care providers and other state agencies that serve children.

Plans, directs, and coordinates the data collection and evaluation activities for children's programs.

Develops requests for proposals for contracting grant funds for children's programs; coordinates the solicitation of grant proposals, develops criteria for the awarding of grants/contracts, and monitors and/or coordinates the monitoring of contracts.

Collaborates, coordinates, consults with and provides technical assistance to, other state agencies, public and parochial schools and school districts, health care providers, child care providers, community organizations, and others in the development and implementation of programs that serve children.

Plans, develops, and implements procedures for the delivery of children's services initiatives, including the preparation of procedural guides.

Coordinates the training and technical assistance provided to grantees/contractors carrying out children's programs grants, such as the School Children's Health Services Grant and the Child Care and Development Block Grant.

Coordinates and administers assigned statewide programs that offer services for children (birth to age 18) and monitors the receipt and distribution of funds from grants in accordance with applicable legislative provisions.

Prepares and submits reports, articles, and other information pertinent to the program activities as requested or required.

Interprets and maintains compliance with federal and state laws, rules and regulations relative to children's programs.

Responds to inquiries, resolves complaints, and provides information related to children's programs and services; addresses professional and lay groups on program activities.

Prepares new or revised rules and regulations regarding the grant process.

Exercises independent judgment and initiative in the execution of assigned responsibilities; receives general administrative direction.

Performs other related work as assigned.

Ability to analyze complex data and formulate plans for the coordination and/or establishment of new or improved children's programs.

Ability to direct the compilation and consolidation of budgetary, fiscal, and statistical data for program planning and evaluation.

Ability to formulate and implement plans and procedures for the establishment and maintenance of fiscal controls.

Ability to present ideas clearly and concisely, prepare articles, and deliver addresses before civic and professional groups.

Ability to establish and maintain cooperative relationships with other governmental entities, community and professional groups, and others interested in the well-being of children.
