This is supervisory and senior-level professional work for the Missouri Department of Health and Senior Services with responsibility for supervision, investigations, evaluation, and consultation.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Child Care Facility Specialist II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Elementary or Early Childhood Education, Sociology, Psychology, Child Development, Social Work, Nursing, or a closely related field; and,

Four or more years, including one or more years in a supervisory, regulatory or training capacity, of professional experience in the licensing of child care facilities, elementary or early childhood education, social services for children, (e.g., child abuse and neglect complaint investigations, foster child care, resource/referral, etc.), child health services, or experience in the provision of child care in a licensed child care home or a licensed or regulated child care facility.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required general experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Supervises and trains assigned child care personnel in the performance of their regulatory functions through group and individual sessions, orientation and activities, and/or performs work of a highly technical level.

Provides consultation on technical problems and complex matters in child care regulation to child care program staff, other agency staff, facility operators, gov erning bodies, and community groups.

Conducts complex facility studies and evaluations, provides consultation on complex problems and technical matters, manages a workload of facilities requiring intensive supervision, investigates serious complaint allegations, and prepares negative action recommendations.

Assists the District Child Care Facility Supervisor in ensuring the consistent application of child care standards and involvement in community child care education and resource development.

Interprets and explains state statutes, rules, and associated procedures pertaining to the regulation of all types of child care facilities to subordinate staff, other agency staff, providers, and community groups.

Assists in the development and planning of district child care regulatory activities and programs.

Reviews and evaluates facility studies and complaints or other negative actions to ensure that rules and procedures are followed.

Participates in community organization activities to interpret, explain, and clarify child care programs and activities.

Manages a workload of facilities requiring intensive supervision because of complex issues or ongoing non-compliance.

Investigates serious complaints such as child abuse and neglect, sexual abuse, serious injury, or death of a child.

Makes recommendations to the District Child Care Facility Supervisor regarding the issuance and denial of licenses or other negative regulatory actions.

Analyzes, evaluates, makes recommendations, and prepares special reports on complex areas of child care regulations.

Makes recommendations for the appointment, promotion, or dismissal of subordinate child care personnel and completes performance appraisals.

Exercises significant independence and initiative in completing assignments; receives general administrative direction; work is reviewed for attainment of objectives and conformance with prescribed policies and procedures.

Performs other related work as assigned.

Intermediate knowledge of infant care, child psychology and early childhood behavior, growth, and development.

Ability to provide quality assurance monitoring activities for regulation of child care facilities.

Ability to interact collaboratively with agencies, both public and private, involved in issues relating to children and child care.

Ability to establish and maintain working relationships with employees, child care operators, other agencies, and the public.

Ability to accurately and effectively interpret child care rules, policies, and procedures.
