This is technical and consultative work for the Missouri Department of Health and Senior Services assisting in the planning and development of the child care program.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Three or more years of experience as a Child Care Facility Specialist II or III with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in Elementary or Early Childhood Education, Sociology, Psychology, Child Development, Social Work, or a closely related field; and,

Five or more years of professional experience above the entry-level (child care director, manager, owner/operator, supervisor or a closely related capacity) in child care licensing, elementary or early childhood education, or experience in the provision of child care in a licensed family or group child care home, or a licensed or exempt child care center.

(24 earned graduate credit hours from an accredited college or university in the specified areas, or in Public or Business Administration or Public Health, may substitute for one year of the required experience. A Master's degree from an accredited college or university in the specified areas may substitute for two years of the required experience.)

Job Duties

Reviews, analyzes, and makes recommendations for improving licensing rules and regulations for child care facilities, including family child care homes, child care centers, child care group homes, licensed exempt child care facilities.

Drafts proposals for revisions to licensing rules and regulations for child care facilities.

Contacts federal, state, and other licensing professionals to discuss and compare licensing rules and policies.

Maintains current knowledge of state and federal laws and regulations which impact child care licensure, proposed state and federal legislation which may affect licensing, and child care regulatory activities.

Drafts instructions for the implementation of changes necessitated by rule revisions, including development of forms and procedures.

Contacts federal, state and other child care regulatory professionals to discuss and compare child care regulations and policies.

Gathers and maintains information necessary for evaluating child care regulations and licensing rules.

Reviews and evaluates documentation relating to rule violations, advises staff on legal procedures, makes recommendation on type of disciplinary and/or legal action to be taken.

Prepares legal documents and serves as a liaison between Bureau staff and legal counsel regarding legal referrals.

Participates in public meetings to solicit input and inform the public, providers, parents and interested groups about proposed rules and changes.

Makes recommendations for the development of new child care facility rules.

Coordinates the development of staff training packages relating to child care regulations.

Introduces changes to program staff to improve the safety and quality of child care for coordinating disciplinary and/or legal actions against child care providers.

Assists individuals in related fields such as health, education, nutrition, and child development in child care regulations and programs.

Assists regulatory professionals, members of the community, and child care providers to identify needed changes and solicits input for improving child care regulations.

Plans and conducts an orientation and in-service training program designed to contribute to staff development in the area of child care and/or legal procedures relating to rule violations.

Assists staff of other agencies concerned with implementation of child care regulations and policies.

Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of state and federal laws and regulations pertaining to child care regulations.

Comprehensive knowledge of the principles and practices of child development and child safety health practices.

Comprehensive knowledge of the principles and practices of regulatory enforcement as it applies to child care facilities, including family child care homes, child care centers, group child care homes, and license-exempt child care facilities.

Comprehensive knowledge of the methods and techniques of program planning and development.

Comprehensive knowledge of the child care regulatory programs and their legislative base including sanctions or penalties that can be imposed by statute.

Comprehensive knowledge of child care regulations, the functions of other regulatory agencies, and their inter-relationships.

Intermediate knowledge of social, economic, and health problems as related to child care facilities.

Intermediate knowledge of current developments in the field of child care programs.

Intermediate knowledge of community organizations and services provided for children and their families.

Intermediate knowledge of training techniques and procedures.

Intermediate knowledge of general survey and data collection needs.

Ability to maintain and manage computer information systems.

Ability to establish and maintain effective working relationships with other employees, public officials, community groups, other agencies, and the public.

Ability to communicate effectively and to present effective interpretations of programs.
