This is technical work inspecting residential care facilities, assisted living facilities, licensed intermediate care facilities, adult daycare programs, and Certified Nurse Aide training entities, in the state-wide long term care licensure program of the Department of Health and Senior Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: social or behavioral sciences; environmental science or technology; biological, chemical, or sanitary sciences; Civil or Mechanical Engineering; Industrial Safety; Education; Physical Rehabilitation; Habilitation; Gerontology; Counseling; Physical, Occupational, Recreational, Music, or Speech Therapy; Nursing; Nutrition; Dietetics; Public Health; Business, Public, or Health Care Administration; or Adjunctive Therapy.

OR

Two or more years of experience as a Registered Nurse.

OR

Three or more years of experience as a Licensed Practical Nurse in a health care setting.

OR

Four or more years of experience in a licensed residential care facility, assisted living facility, intermediate care facility, skilled nursing facility, or adult daycare program licensed by the Department of Health and Senior Services; including one or more years as a manager, director, or administrator of the facility or program.

(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Responds to inquiries concerning establishment of new residential care facilities, assisted living facilities, licensed intermediate care facilities, adult daycare programs, and Certified Nurse Aide training entities.

Evaluates, reviews, and conducts on-site inspections of regulated facilities/programs in an assigned region(s), including construction, physical plants, fire safety, administration, resident care, rights and funds, dietary, sanitation, and property.

Ensures compliance with state licensure regulations and to promote and protect the health, safety, and welfare of long term care facility residents.

Provides information to facility staff to assist them in meeting standards.

Discusses state licensure requirements and inspection results with the facility manager/administrator to ensure understanding of compliance requirements.

Conducts complaint investigations and provides consultation to those individuals prior to conducting an investigation.

Conducts revisits to ensure facility compliance with state regulations.

Prepares and maintains inspection reports, complaint investigation reports, and documentation required to provide evidence of compliance or non-compliance if legal action is required.

Attends and participates in workshops and state and local organizational meetings pertaining to facility inspections; attends regional staff meetings.

Exercises independent judgment and initiative in the performance of responsibilities; receives supervision from a designated supervisor.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of policies and procedures, inspection processes, interpretation of reports, and follow-up requirements of licensure program.

Comprehensive knowledge of rules and regulations in the areas of construction, physical plants, fire safety, administration, resident care, dietary, sanitation, resident rights, resident funds, and property.

Intermediate knowledge of Department of Health and Senior Services programs and services.

Ability to interpret and apply state laws, rules, and regulations applicable to the inspection of residential care facilities, assisted living facilities, licensed intermediate care facilities, adult daycare programs, and Certified Nurse Aide training entities.

Ability to evaluate a resident's physical and mental capabilities and level of care required.

Ability to work independently, conduct investigations, and prepare reports.

Ability to maintain an effective working relationship with the public and other employees.

Ability to communicate effectively.
