This is professional and administrative public health nursing in directing and coordinating programs and/or issues on a statewide level, and providing nursing consultation to program administrators to assure integration of clinical standards and best practices in policy determination and program development.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
A Master's degree from an accredited college or university in Nursing, Public Health, Public Administration, Epidemiology, or Health Education;and,
Three or more years of experience as a registered nurse.
OR
A Bachelor's degree from an accredited college or university in Nursing; and,
Five or more years of experience as a registered nurse.
OR
An Associate degree from an accredited college or university in Nursing or nursing diploma; and,
Seven or more years of experience as a registered nurse.
Possession of a current license to practice as a registered nurse in the state of Missouri at the time of appointment.

Utilizes nursing knowledge to assure policy development and program management are culturally sensitive and in accordance with established standards of care.
Develops outcome-based measures to assure program effectiveness.
Develops, coordinates, and facilitates statewide private and public partnerships.
Assures continuous quality improvement process in public health programs.
Provides education, orientation, and training to department staff, other agencies, providers, and consumers.
Provides technical assistance and consultation to department staff, local public health agencies, other state agencies, professional organizations, providers, schools, universities, and consumers.
Provides or coordinates services in exceptional situations utilizing advanced nursing expertise.
Participates in designing and conducting research and uses findings for evidence-based decision making in program administration.
Conducts case investigations and participates in emergency response using advanced nursing, forensic, or epidemiological principles.
Develops, facilitates, or participates in state and regional coalitions dealing with public health care issues.
Assesses, implements, and evaluates programs or projects.
Provides clinical guidance to department staff.
May assign and/or supervise or coordinate Public Health Nurses, Public Health Senior Nurses, and other staff.
Performs quality assurance evaluation of work performed by staff.
Assists in recruiting and training staff.
Assures the clinical integrity of multiple statewide programs.
Serves as liaison with private and public agencies on statewide level.
Exercises significant independence, judgment, and initiative in the performance of responsibilities; receives limited administrative direction.
Performs other related work as assigned.
