This is professional and related administrative work in the coordination of a vocational workshop program in a mental health facility.

An employee in this class plans, supervises and coordinates a workshop program of moderate scope designed to achieve vocational habilitation/rehabilitation of clients; or performs specialized work of comparable responsibility in procuring contracts, establishing quality control standards and performing related administrative functions for a workshop program of substantial scope and complexity. Work involves contact with commercial and manufacturing firms to promote the workshop program and to (bid on) secure work contracts, training staff on how to meet contracts, and overseeing or supervising the administrative aspects of the program such as payroll preparation, ordering supplies, shipping/receiving, and billing companies for completed work. Work may also involve supervision of staff who direct the day-to-day operations of the workshop and troubleshooting staff/client work problems. Supervision is provided by an administrative superior; however, the employee exercises independent judgment and initiative in the development and implementation of assigned activities.

Minimum Qualifications

Three or more years of professional experience in mental health, education, social services, public or business administration, or closely related areas of which two years must have involved programs and services for persons with mental illness, and/or developmental disabilities; and graduation from an accredited college or university with specialization in public or business administration, vocational counseling, psychology, social work, education, industrial arts, or related fields.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Exercises overall responsibility for coordination of workshop operations.

Contacts business firms to explain the purpose and capabilities of the workshop program and to secure contracts that meet the skill level of the clients in the program.

Directs and reviews the activities of staff in such aspects as production, quality control, pricing, billing, purchasing of raw materials, maintenance of equipment, payroll preparation and the maintenance of all necessary records and reports.

Develops and maintains mutually beneficial and satisfactory working relationships with other habilitation/rehabilitation agencies in the community.

Performs time studies to determine appropriate wages for clients in order to comply with Department of Labor Standards.

Trains workshop staff on what is required to fulfill contracts in terms of activities to be performed, production quotas, and quality control standards.

Supervises staff responsible for the day-to-day activities of the workshop program; resolves staff and client work problems.

Orders supplies and equipment necessary to carry out contract work.

Selects clients for the workshop program after they have been approved by treatment staff as suitable for the program; recommends clients for supported or other employment.

Trains staff in basic counseling techniques so they can address work and behavior problems.

Supervises the preparation of written reports detailing clients progress in the workshop program.

Performs other related work as assigned.

Key Skills

Considerable knowledge of the work or vocational capabilities of mental health clients.

Working knowledge of vocational habilitation/rehabilitation programs as applied to persons with mental illness and/or developmental disabilities.

Working knowledge of abnormal behavior and its relation to vocational maladjustment.

Working knowledge of general business procedures and operations.

Ability to plan and coordinate workshop operations.

Ability to make use of available resources to meet the needs of clients.

Ability to train and motivate staff.

Ability to establish and maintain effective working relationships with business firms, facility staff, clients, and staff at other mental health and community facilities.
