This is senior-level professional work in developing, coordinating, and implementing regional and/or statewide programs or services, and/or performing abuse/neglect investigations, for persons with mental illness, and/or developmental disabilities.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from registers.)

A Bachelor’s degree from an accredited college or university; and,

Three or more years of professional experience in treatment, case management, abuse/neglect investigation, or preventive services for persons with mental illness or developmental disabilities, substance use disorders, or inmate offenders; or related experience that primarily involved programs or services for these populations and afforded a knowledge of their special needs.

(A combination of education from an accredited college or university and experience described may substitute for the stated qualifications.)

Special Requirements

By assignment, a position may require possession of a valid vehicle operator’s license.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Participates in the development, coordination, implementation, and maintenance of programs and/or services through: serving as a peer expert in conducting abuse/neglect investigations or conducting licensing and certification surveys of service providers; developing and interpreting policy and procedures; and/or monitoring and reporting program accomplishments.

Conducts abuse/neglect investigations; initiates investigation in compliance with Department Operating Regulations; reviews agency records and documentation; interviews staff, consumers, and other persons involved in the alleged incident; and drafts investigative reports based on findings.

Conducts on-site licensing and certification surveys of service providers to assess compliance with standards and enhance program quality; reviews provider policies, procedures, treatment plans, records, and service delivery systems; conducts entrance and exit interviews; and recommends certification or denial of certification.

Reviews, approves, monitors, and/or writes grant proposals; evaluates grant applications; prepares award recommendations; and monitors and reports on grant recipient activities.

Trains departmental and vendor staff on policies and procedures related to program or service planning, evaluation, implementation, and monitoring.

Provides technical assistance to program managers by defining needs and resources, drafting service proposals, and developing contract management plans.

Assists in the design of programs and services including identifying target populations, establishing program goals and objectives, developing program policies and procedures, obtaining funding, and implementing and monitoring program activities.

Prepares reports on program accomplishments, activities, and needs; makes recommendations for program changes.

Researches and analyzes mental health, substance use, and/or other treatment programs in other states and jurisdictions, and makes recommendations concerning implementation of similar programs in Missouri.

Reviews and analyzes service provider budgets, service plans, and staffing levels; makes recommendations concerning service provider reimbursement.

Determines client eligibility for program services based on reviews of diagnosis and service plans.

Makes presentations to advocacy groups, civic and community organizations, and/or contractors to inform them of program goals and services, and to enlist their cooperation in program activities.

Supervises lower-level professional and technical staff in program support functions.

Exercises considerable independent judgment and initiative in accomplishing assigned objectives; receives general supervision from an administrative or program designee.

Key Skills

Comprehensive knowledge of mental illness, developmental disabilities, and/or substance use disorders, including their effects on the individual, family, community, and human services systems.

Comprehensive knowledge of interviewing techniques and forensic investigation methods.

Comprehensive knowledge of specific certification, licensing, or accreditation standards required for treatment and programs.

Comprehensive knowledge of the medical and social models of care and treatment related to mental illness, developmental disabilities, substance use disorders, and treatment services.

Comprehensive knowledge of the general provisions of federal and state regulations and requirements pertaining to grants and assistance in the field of mental health, substance use disorders, and/or treatment services.

Comprehensive knowledge of the network of services and organizations available for persons with mental illness, developmental disabilities, and/or substance use disorders.

Ability to assist in the development, coordination, and implementation of specialized treatment programs and services.

Ability to conduct comprehensive studies, evaluations, and/or investigations, and to prepare detailed findings and recommendations.

Ability to conduct statewide on-site licensing and certification surveys of service providers.

Ability to present ideas clearly and effectively.

Ability to consult effectively with program directors, agency staff, advisory and planning councils, community and law enforcement agencies, client advocacy groups, service providers, facility staff, and clients.

Ability to travel, including overnight stays.

Ability to exercise sound judgment and make independent decisions in accordance with program policies.

Ability to establish and maintain effective working relationships with staff, other local, regional, state, and/or national agencies, professional and community groups, and the general public.
