This is professional work developing, implementing, and evaluating community-based mental health services in an assigned geographical area of the state for the Department of Mental Health.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with a minimum of 24 earned semester hours or 36 earned quarter hours in one or a combination of the following: Social Work, Education, Psychology, Nursing, Sociology, or a closely related field; and,

Four or more years of professional experience in social work, education, psychology, nursing, case management, or a closely related area, including two or more years in a community-based program serving persons with developmental disabilities.

(A Master's degree from an accredited college or university with a minimum of 15 earned graduate semester hours or 23 earned graduate quarter hours in the specified areas may substitute for one year of the required general experience.)

OR

A Bachelor's degree from an accredited college or university with a minimum of 24 earned semester hours or 36 earned quarter hours in one or a combination of the following: Business Administration, Public Administration, Accounting, or a closely related field; and,

Four or more years of professional experience in business or public administration, accounting, or a closely related area, including two or more years in developing and monitoring proposals, contracts, and/or budgets for community-based mental health services, or in obtaining reimbursements for such services.

(A Master's degree from an accredited college or university with a minimum of 15 earned graduate semester hours or 23 earned graduate quarter hours in the specified areas may substitute for one year of the required general experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assists Department and community service providers, local officials, organizations, and the general public in purchase-of-service and/or community placement; determines service needs, identifies resources, establishes priorities, and develops programs and services in an assigned geographic area for clients with developmental disabilities.

Provides technical assistance to community agencies in preparing contracts and other requirements for participation in the purchase-of-service and/or community placement program.

Develops, maintains, and evaluates an information and referral system for clients in an assigned region who are unserved, underserved, or inappropriately served.

Conducts on-site audits of vendor agencies to assess proper utilization of purchase-of-service funds.

Coordinates specific regional service needs and resources with assigned team members and supervisor.

Establishes, evaluates, and maintains documentation necessary for provision of community-based services for eligible clients.

Conducts periodic regional meetings with facility program staff, community providers, clients, and local agencies in order to coordinate the service delivery system to avoid gaps and overlaps.

Maintains budgetary information regarding expenditure of program funds and prepares regular reports on budget status; assists in redistribution of funds within the region when necessary.

Establishes and maintains records and reports as required by the assigned program.

Exercises independent judgment and initiative in making decisions related to client services; receives general supervision from a designated administrator.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the Department of Mental Health's regulations relevant to purchase-of-service delivery and community placement services.

Intermediate knowledge of various developmental disabilities and corresponding vendors and services available for clients.

Intermediate knowledge of the principles of administration, contract preparation, and accounting systems relating to Department of Mental Health programs.

Intermediate knowledge of all departmental program areas.

Ability to establish and maintain effective working relationships with facility and program employees, other local and state agencies, professional community groups, and the general public.

Ability to analyze and interpret data and to communicate effectively.

Ability to interpret and monitor regulations, policies, and procedures and to coordinate these on a multi-service level.

Ability to make decisions relative to program implementation and maintenance.

Ability to establish and maintain the necessary recording and reporting systems.
