This is mid-level professional administrative work planning, coordinating, and implementing staff development programs in a Department of Mental Health facility.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in Education; Business, Public, or Personnel Administration; Nursing; Public Relations; Public Health; behavioral or social sciences; or a closely related field; and,

Four or more years of professional experience in staff development; mental health; public health; education; nursing; social services; or business, public, or personnel administration, including two or more years of professional experience in the design, development, and evaluation of staff training and development programs.

(A Master’s degree from an accredited college or university in the specified fields may substitute for one year of the required specialized experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, develops, implements, and coordinates staff development programs within the assigned facility; develops orientation programs; and utilizes available resources to develop continuing educational programs for staff.

Works with and assists program directors, department heads, and other staff in identifying training needs and core curriculum for staff development in both clinical and non-clinical areas.

Reviews, evaluates, and coordinates existing in-service training programs within a facility.

Develops policies, procedures, standards, and evaluation guidelines as related to staff development.

Develops recognition and incentive programs for staff.

Supervises assigned staff and makes recommendations on their appointment, promotion, and retention.

Keeps informed of grants and other resources available in developing and implementing new programs.

Identifies, evaluates, and cooperates with pertinent resource agencies (universities, other hospitals, health agencies, school systems) to promote and develop basic and continuing education programs.

Works with program directors and department heads in developing audio visual aides to be used for staff development programs.

Maintains and/or supervises the preparation of training reports and records; prepares regular reports of all staff development activities for the superintendent and/or central office personnel; and writes an annual report and projects the planning and goals for the coming year in accordance with the needs of the facility.

Requisitions necessary materials, supplies, and equipment for staff development; prepares budget estimates and recommendations.

Exercises considerable judgment and initiative in the performance of duties; receives general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of methods of instruction, presentation of training materials, and principles of personnel development.

Comprehensive knowledge of evaluative methods and techniques that can be used in determining the effectiveness of staff development programs.

Comprehensive knowledge of group dynamics, communication, and organizational skills.

Intermediate knowledge of the organization, functions, and operation of facility programs for persons with mental illness and/or developmental disabilities.

Intermediate knowledge of organizational principles, personnel management, labor relations, and personnel policies and procedures.

Ability to plan, develop, coordinate, and evaluate staff training and development programs.

Ability to assist operating staff in determining training and staff development needs, prescribe the training required, and develop appropriate training materials.

Ability to establish and maintain effective working relationships with staff and others.

Ability to plan, coordinate, and evaluate the work of others.

Ability to develop, maintain, and utilize records in preparing reports.

Ability to present ideas effectively and lead discussions.
