This is mid-level professional work assisting in planning and coordinating new construction, repair, and preventative maintenance for facilities and infra-structure under the control of a state agency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Building Construction Supervisor, Construction Inspector, or Technical Assistant IV with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; Drafting; Mathematics; or a closely related field; and,

One or more years of experience in construction and/or renovation projects which involve multiple trades and include developing and managing schedules, directing field staff, and estimating cost of materials; or professional experience in architecture, building/construction engineering, or construction inspection.

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for the required experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assists in planning and coordinating new construction and preventative maintenance and repair projects.

Consults with agency staff, public officials, architects, engineers, surveyors, and contractors regarding new construction, repairs, and physical plant maintenance issues; advises field staff; and offers resolutions to technical and procedural problems.

Prepares construction plans and specifications for projects which includes developing scope of work, obtaining field measurements, and preparing cost estimates for required materials.

Participates in the collection of data and preparation of reports relating to capital improvement projects.

Serves as liaison with other state agencies involved in capital improvement projects.

Assigns daily tasks in accordance with project deadlines to field staff; ensures required materials are on site.

Assists with feasibility studies concerning possible new facilities, including on-site inspections of existing structures and infra-structures as well as assessments of sites for possible development.

Participates in the preparation of the capital improvement budget.

Exercises considerable independence in the performance of duties; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of modern methods, practices, and techniques of building architecture or engineering as applied to building construction and renovation.

Intermediate knowledge of local, state/federal building codes, rules, regulations, and licensing requirements.

Intermediate knowledge of physical plant maintenance and/or new construction operations.

Intermediate knowledge of state fiscal, budgetary, procurement, and planning requirements as related to capital improvements, maintenance, and/or repair programs.

Ability to assemble materials lists; compile reports from architectural and engineering plans/reports/studies; and prepare construction plans, specifications, and cost estimates.

Ability to establish and maintain effective working relationships with agency staff, architects, engineers, construction/project personnel, and other staff.
