This is senior-level professional supervisory or administrative work planning, coordinating, and directing new construction, repair, and preventative maintenance for facilities and infra-structure under the control of a state agency.
Applicants must meet one of the following eligibility requirements:

Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Two or more years of experience as a Capital Improvements Specialist I with the Missouri Uniform Classification and Pay System.
OR
A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; Drafting; Mathematics; or a closely related field; and,
Three or more years of experience in construction and/or renovation projects which involve multiple trades and includes developing and managing schedules, directing field staff, and estimating project costs (labor, materials, contractors/subcontractors, related expenses); or professional experience in architecture, building/construction engineering, or construction inspection.
(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the required experience.)
A Master’s degree from an accredited college or university in the specified fields may substitute for two years of the required experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Plans, coordinates, and directs new construction and preventative maintenance and repair projects.
Maintains an agency’s long-range capital improvement plans; manages project requests and funding process.
Supervises staff ensuring projects are completed according to established timeframes and within outlined specifications.
Works closely with agency staff, field staff, public officials, architects, engineers, surveyors, and contractors on new construction, repairs, and physical plant maintenance issues; offers resolutions to technical and procedural problems.
Prepares construction plans and specifications for projects which includes developing scope of work, determining field measurements, and preparing cost estimates.
Plays a lead role in the development and management of capital improvement budgets.
Prepares and/or supervises the preparation of reports relating to capital improvement projects.
Conducts feasibility studies concerning possible new facilities, including on-site inspections of existing structures and infra-structures as well as assessments of sites for possible development.
Serves as liaison with other state agencies involved in capital improvement projects.
Exercises considerable initiative and independent judgment in the performance of duties; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of modern methods, practices, and techniques of building architecture or engineering as applied to building construction and renovation.
Comprehensive knowledge of local, state/federal building codes, rules, regulations, and licensing requirements.
Comprehensive knowledge of physical plant maintenance and/or new construction operations.
Comprehensive knowledge of state fiscal, budgetary, procurement, and planning requirements as related to capital improvements, maintenance, and/or repair programs.
Ability to plan, organize, coordinate, and supervise the work of technical and/or professional staff.
Ability to analyze situations involving capital improvement needs and prepare recommendations for administrative review.
Ability to assemble materials lists; compile reports from architectural and engineering plans/reports/studies; and prepare construction plans, specifications, and cost estimates.
Ability to establish and maintain effective working relationships with agency staff, architects, engineers, construction/project personnel, and other staff.
