This is mid-level specialized and supervisory work managing a complex offender records operation in a correctional facility of the Missouri Department of Corrections with an offender capacity of less than 1500.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Corrections Records Officer I with the Missouri Department of Corrections.

OR

Two or more years of experience under the supervision of a Corrections Records Officer (or other title with comparable responsibilities) recording and filing criminal records, including responsibility for determining compliance with criminal statutes and calculating discharge dates; and possession of a high school diploma or proof of high school equivalency.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Maintains offender records including fingerprints, photographs, case histories, sentence and judgment papers, legal forms, and releases.

Computes discharge dates including conditional releases and time credit dates.

Receives and processes sentence and judgment papers for new offenders and/or offenders already assigned to the Missouri Department of Corrections; reviews and verifies court documents for correct charge, sentence length, program eligibility, and jail time credit.

Maintains computerized offender records ensuring accuracy of sentence and judgment information; edits information and provides detailed reports to appropriate personnel for corrections/modifications to the system.

Interviews offenders and responds to correspondence explaining time credits, sentence structure calculations, detainers, writs, and calculations of release dates.

Appears and testifies in court concerning offender records and identification information such as fingerprints and photographs.

Manages the operation of a facility offender records office; supervises and trains support staff in record keeping and identification tasks.

Prepares and furnishes, or supervises the preparation of, certified copies of sentence and judgment papers, offender records, and other identification materials to law enforcement agencies, prosecuting attorneys, courts, and other officials involved in the case.

Prepares, or supervises the preparation of, reports including offender movement, releases, escapes, and violations.

Prepares, or supervises the preparation of, escape warrants and documents for extradition, facility transfers, and releases.

Performs or supervises identification functions including fingerprinting and photographing of offenders and facility personnel.

Performs or supervises the assembly and processing of records for offender movement into and out of the facility; arranges for proper disposition of offenders’ personal effects.

Responds to inquiries from court officials, attorneys, judges, law enforcement agencies, and offenders’ families relating to offender records, while maintaining confidentiality and security of offender records.

Exercises considerable independence in the performance of responsibilities under general administrative direction; work is reviewed for compliance with facility and departmental policies and procedures, and with Missouri Statutes.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of Missouri criminal statutes, rules and regulations governing the granting of paroles, conditional releases and related procedures, and department policies and procedures regarding offender records.

Intermediate knowledge of offender record keeping practices, including legal terminology and classification.

Intermediate knowledge of legal requirements involving sentence status.

Intermediate knowledge of grammar, filing, and mathematics.

Intermediate knowledge of identification procedures, including methods and equipment used in photography and fingerprinting.

Ability to prepare and maintain accurate records and reports.

Ability to train and supervise the work of staff.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with other employees, offenders, court officials, attorneys, judges, and law enforcement agencies.
