This is administrative and professional work conducting a rehabilitative program of recreation and related outdoor skills activities for delinquent youth committed to the custody of the Division of Youth Services with the Missouri Department of Social Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Outdoor Rehabilitation Counselor I with the Missouri Division of Youth Services; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Education, Psychology, Sociology, Recreation, or a closely related field; and,

Three or more years of professional experience in the field of rehabilitative therapy in an outdoor skills program (such as Outward Bound or an adventure based counseling or treatment program).

Special Requirements

Possession of a valid vehicle operator's license.

Ability to pass a background investigation administered by the Missouri Division of Youth Services.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, organizes, evaluates, and directs a broad rehabilitative program which utilizes adventure-based courses and projects designed to complement existing therapeutic institutional efforts.

Coordinates program efforts with the various institutional and divisional sections affected.

Prepares program budgets and requests for purchase of program equipment, clothing, and supplies.

Schedules and secures approval of program activities.

Supervises program staff and participants in assigned program.

Conducts or arranges in-service training for program staff in the objectives and techniques of a rehabilitative outdoor skills program.

Establishes preventative maintenance for all program equipment and vehicles; maintains equipment inventory.

Oversees the selection of training sites and expedition locations based on safety and security considerations.

Prepares periodic progress reports on participants' capacities adjustment and rehabilitation; prepares program evaluation reports and informational materials about the programs objectives, activities, and policies.

Performs duties under general supervision from program directors or other administrative supervisors who conduct periodic reviews to ensure conformance to agency policies and objectives.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of program activities such as route finding, rock climbing, first aid, canoeing, rappelling, spelunking, and identification and preparation of wild edibles.

Comprehensive knowledge of the techniques, methods, and goals of rehabilitative therapy to include group dynamics, safety systems, and participant assessment.

Comprehensive knowledge of effective counseling, crisis intervention, and evaluation techniques applicable to an adventure-based program.

Comprehensive knowledge of the equipment, clothing, supplies, and tools necessary for the safe completion of all program activities.

Ability to provide training to staff and participants in the various activities and counseling techniques.

Ability to direct the activities of program staff.

Ability to prepare accurate records and reports and to make clear and pertinent statements.

Ability to gain and sustain the confidence of participants.

Ability to use good judgment and reason in emergency situations.

Ability to physically participate in the active direction of all program activities.
