This is professional work in the supervision of a team of employees coordinating comprehensive treatment and related services for juvenile offenders.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as a Service Coordinator with the Missouri Division of Youth Services.
OR
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Criminal Justice, Psychology, Sociology, Social Work, Counseling, Education, or a closely related field; and,
Four or more years of professional experience in the treatment of juveniles (12-17 years of age) which involved group or individual counseling techniques.
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at the rate of 24 earned graduate credit hours for one year of experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Oversees community treatment services involving assessment, classification, procurement, coordination, and evaluation of services for clients.
Directs the coordination of client services within a designated area through a team of Service Coordinators.
Reviews client assessments and individualized treatment plans prepared by Service Coordinators to assure that appropriate services are identified for utilization.
Monitors caseloads of Service Coordinators and makes necessary adjustments according to clients' needs, number of commitments, and available resources.
Coordinates, with the assistance of Service Coordinators, the identification and development of service providers for committed youth; develops and monitors service provider contracts or agreements.
Acts as liaison between Service Coordinators and juvenile courts, agency programs, and other service providers in the community.
Establishes and maintains cooperative relationships with law enforcement agencies, courts, juvenile officers, service providers, and other community resources.
Maintains contact with families, governmental agencies, local courts, schools, and service providers.
Recruits, selects, develops, trains, and supervises a team of Service Coordinators; conducts on-going performance assessment and career development.
Prepares and maintains records, reports, and other required documents; reviews paperwork of Service Coordinators to assure compliance with relevant laws, rules, or contracts.
Serves as administrative review hearings officer as assigned.
Supervision is received from a designated administrator; exercises discretion and judgment within the established policies and procedures.
Performs other related work as assigned.
Comprehensive knowledge of principles and practices of guidance and treatment in rehabilitating delinquent youth.
Comprehensive knowledge of individual behavior and group dynamics, particularly as related to the behavior and needs of delinquent youth and their families.
Comprehensive knowledge of community resources available and the ability to match individual client needs with available services.
Comprehensive knowledge of human behavior, attitudes, and motivation; ability to apply this knowledge to the provision of services for clients and families.
Comprehensive knowledge of the general procedures, objectives, and legal aspects of juvenile placement casework.
Intermediate knowledge of the principles and practices of basic supervision and management.
Ability to establish and maintain effective working relationships with agency staff, governmental entities, and service providers.
Ability to prepare records and reports.
Ability to communicate effectively.
