This is senior-level professional adult probation and parole work for the Board of Probation and Parole.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Probation and Parole Officer II with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency, and a valid vehicle operator's license.

OR

A Bachelor's degree from an accredited college or university; and,

Two or more years of professional experience in probation and parole or corrections casework; and possession of a valid vehicle operator's license.

(24 earned graduate credit hours from an accredited college or university in Criminal Justice, Social Work, Sociology, Psychology, or related area may substitute for a maximum of one year of the required experience.)

(Work experience as a Probation and Parole Assistant or Corrections Classification Assistant with the Missouri Uniform Classification and Pay System, or work experience in substance abuse counseling or juvenile or social case management may substitute for a maximum of two years of the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Serves as the assistant to the administrator; may manage an offender caseload.

May supervise lower-level professional staff in a unit, specialized program, or off-site location; manages an offender caseload; keeps supervisor informed of unit activities.

Reviews chronological supervision records, investigation reports, and related casework materials; reviews and evaluates pre-sentence, pre-parole, and interstate reports to be submitted to the courts and to the Parole Board.

Participates in the recruitment of new Probation and Parole Officers and conducts in-service training for professional staff.

Assists assigned staff with client/offender supervision problems; provides advice and assistance regarding the content, completeness, and conformity of reports.

Conducts special investigations, hearings, research projects, and other activities as assigned.

Confers with judges and other judicial and law enforcement officials in promoting the maintenance of adequate probation and parole services.

Participates in conferences on crime, delinquency, and related probation and parole issues.

Conducts background and resource investigations of clients/offenders for eligibility determination for recognizance bond.

Exercises considerable discretion and independence in the performance of responsibilities within established policies and procedures; work is reviewed through conferences and reviews of records and reports; receives general administrative supervision.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of state and federal laws, regulations, and criminal court procedures, particularly those pertaining to probation and/or parole.

Comprehensive knowledge of major social agencies operating in the community.

Comprehensive knowledge of human behavior, attitudes, and motivation, and the ability to apply this knowledge to casework and the rehabilitation of criminal offenders.

Comprehensive knowledge of the causes of crime and the related issues of substance abuse and mental illness.

Comprehensive knowledge of contemporary methods and strategies for supervising clients/offenders.

Ability to conduct interviews with hostile or reluctant individuals.

Ability to exercise authority in an appropriate and productive manner.

Ability to train and direct staff in effective work methods.

Ability to prepare, and/or supervise the preparation of, accurate and complete case records and reports.

Ability to establish and maintain effective working relationships with the courts, institutional officials, other social agencies, employees, and the general public.
