This is professional supervisory work for the Missouri Department of Social Services, Division of Finance and Administrative Services (DFAS) involving the direction of Program Eligibility Analysts making determinations of eligibility of children in the custody of the State for Social Security and/or Title IV-E programs.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Program Eligibility Analyst with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor's degree from an accredited college or university; and,

Three or more years of professional experience in a public or private agency in: financial, criminal, or administrative investigations (e.g., public assistance, fraud, or insurance); fiscal or budgetary controls; or accounting. 

(Experience in financial, criminal or administrative investigations (e.g., public assistance, fraud, or insurance), fiscal or budgetary controls, or accounting may substitute on a year-for-year basis for deficiencies in the required college education.)

(24 earned graduate credit hours from an accredited college or university in Family and Child Development, Criminal Justice, Human Services, Psychology, Sociology, Counseling, Education, Accounting, Public or Business Administration, or closely related fields may substitute for one year of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides individual and group supervision to Program Eligibility Analysts within an assigned unit to ensure uniform interpretation and application of agency policies; assigns work and coordinates unit workflow.

Participates in the development of new policies and procedures due to rule, statute, or procedural changes.

Performs higher-level casework and provides technical assistance to staff on complex issues.

Reviews criteria and documentation required for Social Security/Social Security Disability, and/or Title IV-E eligibility for children in the custody of the state.

Ensures staff’s determinations are made in accordance with established criteria and that all payments, overpayments, and recoupments are calculated appropriately.

Approves staff contact with the Attorney General’s Office and provides oversight on these issues.

Conducts training programs for staff development in keeping within federal and state laws, rules, regulations, policies, and procedures.

Evaluates staff work performance and completes performance appraisals.

Evaluates and makes recommendations to management with respect to appointments, promotions, discipline, and/or dismissal of staff.

Participates in statewide, area, or regional quality assurance/quality control and other staff meetings.

Initiates correspondence to administrative staff reporting findings disclosed by quality assurance/quality control review.

Maintains electronic and/or paper records of client eligibility and prepares reports as required.

Exercises independence and initiative in performance of duties within established guidelines; receives general administrative direction.

Performs other related duties as assigned.

Key Skills

Comprehensive knowledge of the federal and state laws, policies, and regulations relating to Social Security and/or Title IV-E programs.

Comprehensive knowledge of the process of Social Security/Social Security Disability, and/or Title IV-E eligibility determinations.

Comprehensive knowledge of interview, communication, and negotiation principles and techniques.

Comprehensive knowledge of mathematics and accounting principles used in the calculation of public assistance benefits. 

Comprehensive knowledge of techniques to assess case situations to ensure conformity with established eligibility guidelines.

Ability to plan, assign, supervise, and evaluate the work of staff.

Ability to understand, interpret, explain, and apply federal and state laws, regulations, program policies, and procedures.

Ability to operate a personal computer and use automated technology to establish and maintain case records.

Ability to provide instruction to staff in the rules, principles, and techniques of quality assurance/quality control work.

Ability to establish and maintain working relationships with providers, state agencies, attorneys, staff, and other agency employees.

Ability to travel, as required, for agency business.
