This is professional work in research, development, and evaluation of programs with the Missouri Department of Social Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.

(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assists in the advance planning for projected programs, develops and designs new programs, and modifies existing programs.

Researches, reviews, and analyzes federal and state legislation for its intent, meaning, and effects; prepares impact evaluations related to anticipated or existing programs of a division.

Collects information concerning the program under development by analyzing program and legislative materials from other states, participating in interviews and conferences with division staff and management, and evaluating community resources and surveys.

Assists in the organization, design, and development of program structure and associated plans based upon collected data, research findings, and outlines developed by management.

Analyzes assigned projects to determine the impact, programs affected, programming changes needed, and the manual and forms revisions required.

Works independently or as part of a group in the development and modification of specific programs where there is a need for specialized skills and abilities.

Develops procedures, policies, and instructions necessary to the operation and implementation of newly designed or modified programs or projects.

Develops or assists in the development of comprehensive plans and programs for specific organizational units.

Evaluates and monitors new or modified program operations to determine the soundness of the basic design and the effectiveness of the implemented procedures and policies.

Interprets agency policy for field staff and others.

Explains agency programs to community resource agencies to encourage participation in the program under development and/or modification.

Develops user requirements for information technology systems, designs forms, consults with information technology staff on development and implementation, and tests all system changes prior to the changes being migrated to production, ensuring that all procedures affected by the change are addressed and documented thoroughly.

Coordinates and assists in developing training packages for staff and management working with new or modified programs, procedures, and policies.

Designs and develops operational and administrative forms necessary for the transmission of information, satisfaction of reporting requirements, establishment of control systems, and evaluation of program effectiveness.

Develops new and revised manuals, bulletins, and memorandums pertaining to program policies, procedures, and operating instructions.

Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of federal and state laws, rules, regulations, and procedures pertaining to social service programs.

Comprehensive knowledge of general administrative principles and practices in social service programs, including a general knowledge of procedure and policy development.

Comprehensive knowledge of the methods of collecting and evaluating information relating to social service and related support unit activities.

Comprehensive knowledge of the social and economic needs of communities and the type and availability of resources necessary to meet these needs.

Comprehensive knowledge of social service principles, administration, and methodology.

Comprehensive knowledge of the principles and practices of public service, social service, and associated support program design and development.

Intermediate knowledge of the methods and procedures in the analysis, development, and design of programs relating to social service and associated support unit activities.

Intermediate knowledge of the capabilities of information technology systems used by the Department of Social Services.

Ability to communicate and interpret complex ideas, plans, procedures, and programs.

Ability to understand and interpret complex federal and state laws, rules, regulations, procedures, and programs.

Ability to apply methodological tools and techniques to the analysis and evaluation of public service, social service, and associated support program operations and activities.

Ability to collect, analyze, and evaluate complex administrative and operational information in order to develop and design programs and plans.

Ability to develop clear, concise, and pertinent procedures, policies, instructions, and manuals necessary to the operation and implementation of programs and plans related to social services and associated supportive services.
