This is mid-level technical work in the coordination and compliance inspection of contracted construction and major repair projects on state owned facilities, buildings, and structures.

 

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Six or more years of experience supervising or inspecting building construction projects that involved multiple trades, including three or more years of experience in vertical commercial/industrial construction projects; and possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours for one year.)

(Earned credit hours from a post-secondary vocational training school in Engineering, Engineering Technology, Construction Management, or a closely related area may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours, or 480 clock hours, for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides assistance in design review, coordination, and inspection of new construction and major repair projects for state owned facilities, buildings, and structures.

Communicates with customer state agency personnel on construction schedule, substantial completion inspection, final inspection, and warranty inspections.

Provides technical assistance and training in building and equipment operation to state building maintenance and management personnel.

Enforces guarantees from completion of construction throughout the warranty period.

Conducts or participates in meetings and conferences concerning the progress of projects, inspection of on-going work, resolution of technical and procedural problems, and related activities with customer agency personnel, architects/engineers, contractors, and other governmental officials.

Reviews substitution of equipment or materials, pay estimates, and construction schedules; makes recommendations to management for approval.

Travels to various locations to inspect new construction and major repair projects for state owned facilities, buildings, and structures.

Appraises proposed changes to the contract for inspectability and constructability.

Recommends to management the stoppage of work and progress when safety concerns override basic contractual commitments, or when continuation will result in the inclusion of substandard work.

Verifies compliance with approved shop drawings, materials samples, and other approval items submitted by the contractor with approval contingent on either the inspection team reports or the reports of appropriate laboratories and/or consultants.

Exercises significant initiative in making independent judgments for on-site technical decisions; receives general direction from an administrative supervisor who reviews work for results obtained.

Performs other related work as assigned.

Comprehensive knowledge of the methods and techniques of construction and inspection used in large-scale building construction projects.

Comprehensive knowledge of the use of building materials and their placement in construction.

Intermediate knowledge of local, state, and federal building codes, rules, regulations, and licensing requirements.

Intermediate knowledge of plant maintenance and new construction operations in a large facility.

Intermediate knowledge of engineering practices applied in building construction work.

Intermediate knowledge of the stages in construction when possible defects and violations may be most easily observed and corrected.

Skill in utilizing standard testing devices used to check construction in the field.

Ability to effectively communicate with all parties involved in the capital improvement program.

Ability to make independent on-site technical decisions.

Ability to comprehend, interpret, and understand plans and specifications.

Ability to develop and maintain records that fully reflect the inspections performed and the results.

Ability to perform inspections on roofs, in utility tunnels, ceiling plenums, culverts, and other exposed and/or confined spaces.

Ability to establish and maintain effective working relationships with associates, contractors, and public officials.

Ability to work in or during extreme weather conditions.

Ability to travel to various construction locations throughout an assigned region.

Ability to climb ladders and scaffolding and negotiate ungraded or rough terrain.
