This is highly responsible professional and technical work of a scientific nature preparing contingency plans in the field of radiation protection, application of radiological instruments and environmental control in the Missouri State Emergency Management Agency.

An employee in this class acts as staff advisor on technical matters pertaining to protection of the public against non-contained radiation from a commercial nuclear power plant incident. Work encompasses multiple county-wide travel for planning, implementing and revising state and local emergency procedures and resources to cover the operational time phases of pre-emergency, emergency and recovery periods for any nuclear power plant related emergency situation and providing assistance during other incidents complicated by the presence of radioactive material. Major duties include: management and administration of the State response capabilities; assisting local organizations in recruiting and equipping radiological response personnel; providing training and education for radiological response; testing, exercising and evaluating the Radiological Emergency Response Plan; analyzing radiological data; providing advice and guidance for radiological capability development as well as emergency response. Extensive contacts are required with federal, state and local officials, and representatives of industry and the public in planning, organizing and implementing the total program. General supervision is received from a Branch Chief or other designated administrative superior. (Because of contractual stipulations, the employees are hired, periodically evaluated and terminated after consultation between SEMA and the respective utility.)

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

Four years of professional or technical experience in planning, management analysis, operations research, engineering, industrial safety or hygiene, health physics, teaching physical or natural sciences at the secondary or higher level or closely related area and graduation from an accredited four-year college or university with specialization in the physical or natural sciences, engineering, mathematics, industrial safety or related field. (Graduate education in the specified areas may be substituted on a year-for-year basis for a maximum of one year of the required general experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Serves as staff advisor to the Director of all planning, implementation, operational and technical matters pertaining to the radiological emergency preparedness program.

Establishes criteria for and gives broad direction to training programs in radiological protection on the state and local levels; cooperates with health related and other interested agencies in such training programs.

Assists state and local officials in establishing systems for forecasting predicted paths of radioactive plumes; radiological monitoring; data analysis for use in other emergency management services; decontamination of persons, equipment, etc.

Prepares standard operating procedures for local radiological monitoring systems in coordination with federal and state programs.

Assists local emergency management organizations in the procurement of radiological equipment; instructs appropriate personnel in the use of radiation detection instruments and techniques for the control of radiation exposure and radiological contamination.

Prepares, evaluates and assists in the conduct of periodic operational tests and exercises.

Coordinates with Radiological Instruments/Maintenance and Calibration personnel for radiation instrument kit calibration and maintenance.

Performs other related duties as assigned.

Key Skills

Considerable knowledge of radiation protection and the application of radiological instruments.

Considerable knowledge of radioisotopes and their presence and effects on air, water, soil and organisms.

Considerable knowledge of the methods and techniques of disseminating information to the public and skill in its presentation before groups.

Working knowledge of the methods, procedures and techniques of radiological decontamination.

Working knowledge of the principles of organization and management.

Working knowledge of the basic concepts and principles of the biological and physical sciences, particularly as they apply to the detection, measurement and prevention or control of the effects of radiation.

Ability to plan, develop and coordinate a broad program for response to nuclear power plant radiological incidents, to coordinate training programs for state and local responders, and to advise local staff and volunteers.

Ability to communicate effectively before technical and lay groups.

Ability to maintain effective and harmonious working relationships with other employees, local staff, other state and federal government agencies, industrial executives, academic and lay groups, and the general public.

Ability to exercise good judgment and make sound decisions.

Ability to use creativity and ingenuity in development of emergency plans and procedures to fit unusual situations.

Ability to successfully complete training courses in basic and advanced health physics.
