This is advanced professional work in the Department of Agriculture planning and coordinating assigned loan programs for the Missouri Agricultural and Small Business Development Authority (MASBDA).

The employee in this class is responsible for the oversight of loan programs which provide first-loss guarantees on loans to independent livestock and poultry producers, enable beginning farmers to acquire agricultural property at reduced interest rates, and/or finance animal waste treatment systems at reduced interest rates. Work includes reviewing loan applications for adherence to program requirements and to ensure applicant eligibility; preparing and presenting loan recommendations for approval by the MASBDA board; promoting MASBDA programs to loan applicants and lending institutions; and servicing Certificates of Guaranty. Work also includes preparing program evaluations and reports; participating in the development of program standards; analyzing collection problems and presenting solutions; ensuring the timely collection of application and participation fees; reviewing foreclosure procedures of lending institutions; and supervising and evaluating clerical staff. Work is performed under the general supervision of a designated administrative superior; however, the employee exercises considerable independence and initiative in the performance of assigned responsibilities.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

Three years of professional or technical experience in loan administration, finance, accounting, marketing, or business management, of which one year must have involved responsibility for loan administration, servicing, amortization or guaranty; and graduation from an accredited four-year college or university with specialization in finance, business or public administration, marketing, accounting, economics, or a closely related area. (Graduate work in the specified educational areas may be substituted on a year-for-year basis for deficiencies in the required general experience.)

Job Duties

Plans, coordinates and monitors the activities of assigned agricultural loan programs.

Interprets and explains program procedures and requirements to loan applicants, bank and savings & loan officials, farm credit services representatives, agribusiness leaders and the general public.

Prepares program evaluations and reports for board review; participates in the development of program standards.

Monitors the loan application process for program compliance and to ensure the timely collection of application and participation fees; ensures that fees are used to defray the cost of administering MASBDA programs.

Organizes and conducts on-site seminars to explain program opportunities and promote participation; develops program brochures and promotional materials.

Participates in the development and implementation of program policies, procedures and guidelines.

Monitors loans to ensure that contracts are being serviced properly; reviews lending institution records to verify that required program documentation is being maintained.

Prepares and presents loan recommendations for board approval; apprises members of program activities.

Participates in the issuance and servicing of Certificates of Guaranty.

Reviews delinquent accounts and analyzes collection problems; develops recommendations and/or solutions; reviews foreclosures for adherence to program requirements.

Prepares monthly and annual statistical reports of program activities.

Trains, supervises and evaluates a small clerical staff; monitors workload to ensure efficient program operation.

Performs other related work as assigned.

Key Skills

Considerable knowledge of the nature and objectives of the Missouri Agricultural and Small Business Development Authority.

Considerable knowledge of the principles and techniques of loan administration, servicing, amortization and guarantees.

Considerable knowledge of state and federal regulations applicable to the assigned program areas.

Working knowledge of financial management, accounting and auditing practices and procedures, program planning and evaluation.

Working knowledge of the principles and practices of effective supervision, management and training.

Ability to interpret, explain and apply MASBDA policies, procedures and program guidelines.

Ability to communicate effectively and to prepare complete and concise reports.

Ability to operate a personal computer and use various software packages.

Ability to establish and maintain effective working relationships with other employees, loan applicants, bank and savings & loan officials, farm credit services representatives, agribusiness leaders, legislators and the general public.

Ability to travel in the performance of assigned duties.
