This is specialized technical work in the Licensing Section of the Department of Insurance reviewing pre-licensing or continuing education provider applications, compiling data for statistical reports, researching fee-related problems or training lower-level technicians.
An employee in this class may be responsible for training, distributing work to, and completing progress reports on Insurance Licensing Technician I's who process licensing applications. Work may involve reviewing applications and related forms pertaining to prelicensing and continuing education, conducting periodic on-site monitoring of pre-licensing classes and preparing associated reports. In addition, work may involve coordinating efforts with the Legal Section to resolve problems with agents and agencies, responding to inquiries from the general public concerning licensing procedures and fees and/or assisting with special projects. General supervision is received from the Insurance Licensing Section Supervisor or designee; however, the employee is expected to work independently within established guidelines in the performance of assigned responsibilities.

One year as an Insurance Licensing Technician I in the Missouri Department of Insurance.
OR
Three years of technical or clerical experience in insurance licensing, regulation, underwriting, policy contract review and/or development, claims adjusting, risk management or closely related areas; possession of a high school diploma or proof of high school equivalency. (College coursework with specialization in insurance, risk management, business or public administration or closely related areas may be substituted on a year-for-year basis for the required experience.)

Trains new Insurance Licensing Technician I's in the correct procedures for processing licensing applications for insurance agents, brokers, bail bond agents, public adjusters, surplus lines brokers and insurance agencies; reviews completed work and prepares progress reports for trainees; processes applications and related forms on an as-needed basis.
Screens pre-licensing or continuing education provider applications, instructor applications and course outlines; coordinates the review and approval/disapproval of pre-licensing applications by supervisor; maintains records and responds to requests for current lists of approved pre-licensing and continuing education courses, providers and instructors.
Schedules and conducts periodic on-site monitoring of pre-licensing education classes to check for course content, instructor preparation, classroom condition and attendance; prepares written reports on each class monitored; notifies instructors of problems encountered.
Reviews applications and related forms submitted with incorrect fees or problem areas; determines errors and corresponds with agents or agencies regarding resolution.
Responds to telephone and written inquiries regarding application procedures and fees, licensure, prelicensing and continuing education requirements.
Maintains files of licensure applications and related correspondence; identifies and prepares documents for archives.
Updates licensing records in the Department of Insurance Automated Licensing (DIAL) system; enters license revocations initiated by the Legal Section; verifies and flags agent records for referral to the Investigations Unit for investigation of complaints, fines, suspensions, revocations or other disciplinary actions reported to the National Association of Insurance Commissioners (NAIC) by other states.
Distributes applications and fee-based documents to the Insurance Licensing Technician I's for processing; prepares daily volume and monthly processing reports.
Participates in the updating and maintenance of the Licensing Section's procedures manual.
Performs other related work as assigned.
Considerable knowledge of statutes and regulations relating to licensing, pre-licensing and continuing education, and reciprocity requirements for insurance agents, brokers, bail bond agents, public adjusters, surplus lines brokers and insurance agencies.
Considerable knowledge of the procedures and operations of the Department of Insurance.
Working knowledge of the principles, practices and terminology of the insurance industry.
Working knowledge of office practices, procedures and equipment.
Ability to establish and maintain effective working relationships with insurance agents, company representatives, government officials, pre-licensing and continuing education providers and instructors, other employees and the general public.
Ability to comprehend and explain pre-licensing and continuing education requirements.
Ability to make routine decisions in accordance with established procedures, laws and regulations.
Ability to effectively train and provide assistance to lower-level technicians.
