This is advanced supervisory technical public contact work collecting delinquent taxes and providing taxpayer services in a large regional field office of the Division of Taxation & Collection for the Missouri Department of Revenue.

An employee in this class is responsible for managing the overall operation of a large regional field office. Work involves planning, organizing, coordinating and supervising, through subordinate supervisors, the activities of technical staff engaged in contacting taxpayers for the collection of sales, withholding, corporate and individual income taxes; and providing assistance to taxpayers in the completion of tax returns and the registration of businesses. Work also involves serving as technical resource regarding state tax laws, regulations, policies and procedures; and conducting training seminars and other public awareness activities to promote the collection of state tax revenues. Supervision is exercised over a large staff of Taxpayer Services Representatives and other technical and clerical employees. Work is performed under the general supervision of a designated administrative superior; however, the employee exercises considerable independence and initiative in the direction of regional activities within established guidelines.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One year of experience as a Taxpayer Services Supervisor with the Missouri Division of Taxation & Collection.

OR

Four years of technical or professional experience in tax preparation, processing, review or collection, including one year in a supervisory capacity; and graduation from an accredited four-year college or university with specialization in accounting, finance, business or public administration or closely related areas. (Graduate work in the specified educational areas may be substituted on a year-for-year basis for a maximum of two years of the required non-supervisory experience.)

Job Duties

Plans, organizes, coordinates and manages the overall operation of a large regional field office responsible for collecting delinquent taxes and providing taxpayer services.

Trains, supervises and evaluates a large technical and clerical staff.

Provides technical advice and assistance to staff regarding complex tax issues.

Plans and monitors staff workload to achieve established goals and objectives.

Participates in public awareness activities such as radio or television talk shows, information video creation, question-and-answer sessions, and other activities to promote the prompt and accurate collection of state tax revenues.

Conducts staff development programs and training seminars for business owners, tax assistance providers, tax preparers and special interest groups regarding business licensing, bonding requirements and tax filing procedures.

Provides advice and assistance to business owners regarding the registration of businesses for sales, use, income and withholding taxes; determines bond requirements according to established guidelines.

Reviews tax records to determine if all state taxes have been paid prior to the transfer of business ownership; prepares and signs "no tax due" statements when applicable.

Coordinates and supervises on-site visits to businesses to inspect for valid sales tax licenses, collect delinquent tax payments or to serve revocation orders.

Refers cases involving the operation of a business without a valid license to the Criminal Investigation Bureau; recommends civil penalties as necessary; testifies in legal proceedings as "custodian of records".

Coordinates and supervises on-site visits to special events such as fairs, festivals, craft shows, yard sales and flea markets to ensure that vendors are collecting and submitting sales taxes.

Coordinates and supervises on-site visits to financial institutions to collect delinquent tax monies and issue lien releases.

Interprets and explains state tax laws, regulations, policies and procedures to taxpayers, business owners and the general public.

Calculates tax adjustments, refunds, credits, interest and/or penalties according to established procedures.

Supervises the processing of checks and preparation of revenue transmittals; ensures that revenue deposits are accurate and timely.

Compiles and submits work activity reports.

Performs other related work as assigned.
