This is supervisory and advanced technical work for the Department of Revenue coordinating field services to branch and fee offices located within an assigned district of the state.

An employee in this class coordinates the work of field staff responsible for providing technical assistance and training to branch and fee offices of the Division of Motor Vehicle & Drivers Licensing, and conducting inspections of office operations to ensure that licensing transactions and money are handled according to established procedures. Work involves scheduling field staff; reviewing inspection reports; responding to customer complaints; and interpreting and explaining policies, rules and regulations. Work also involves monitoring daily transmittal records, bank deposits and inventory reports of branch and fee offices; participating in the investigation of suspected fraud or theft; and serving as liaison to the Motor Vehicle Bureau. The employee also coordinates and participates in the establishment and closure of fee offices. Supervision is exercised over Revenue Field Services Representatives whose work is reviewed through conferences and reports. Work is performed under the general supervision of a Revenue Program Manager or other designated superior; however, the employee works with considerable independence in the performance of assigned responsibilities within established guidelines.

Minimum Qualifications

Two years of professional or technical experience in business or public management, accounting, auditing, finance, licensing, titling, registration or closely related areas; and graduation from an accredited four-year college or university with specialization in business or public administration, personnel management, accounting, finance or a closely related area. (Graduate work in the specified educational areas may be substituted on a year-for-year basis for deficiencies in the stated experience.)

Job Duties

Coordinates the inspection of branch and fee offices located within an assigned district of the state to ensure compliance with the policies and procedures of the Division of Motor Vehicle & Drivers Licensing.

Provides advanced technical assistance and training to Branch Office Managers and fee office agents regarding agency regulations, office operations and recordkeeping requirements.

Responds to customer complaints regarding branch or fee office services; contacts offices and field staff in order to obtain information and/or resolve problems.

Interprets and explains policies, rules and regulations pertaining to motor vehicle titling, registration and drivers licensing to field staff, branch and fee office personnel, customers and the general public.

Provides advice and support to the Revenue Program Manager on matters relating to branch and fee office inspection activities.

Monitors daily transmittal records, bank deposits and inventory reports submitted by branch and fee offices to ensure timeliness and compliance with established recordkeeping procedures.

Reviews reports of recordkeeping discrepancies detected during routine inspections; coordinates and participates in the investigation of suspected fraud or theft.

Serves as liaison to the Motor Vehicle Bureau; communicates operational policies and procedures to branch and fee offices.

Coordinates work schedules of field staff to achieve established goals and objectives; monitors inspection activities to ensure compliance with agency requirements; reviews inspection reports and expense accounts.

Trains, supervises and evaluates the work of Revenue Field Services Representatives.

Prepares job expectations and performance appraisals for field staff; counsels employees, maintains performance logs and recommends disciplinary actions as necessary; approves or denies leave requests.

Coordinates and participates in the establishment and closure of fee offices; recommends office design and equipment to ensure compliance with agency standards.

Performs other related work as assigned.

Key Skills

Thorough knowledge of state laws and regulations applicable to drivers licensing and motor vehicle titling/registration.

Thorough knowledge of the policies and procedures of the Division of Motor Vehicle & Drivers Licensing pertaining to the operation of branch and fee offices.

Considerable knowledge of the principles and techniques of effective management, supervision and organization.

Working knowledge of basic bookkeeping and accounting principles and practices.

Working knowledge of standard office practices, procedures and equipment.

Ability to interpret, explain and apply laws and regulations applicable to drivers licensing and motor vehicle titling/registration.

Ability to supervise, train and evaluate the work of field inspection staff.

Ability to communicate effectively and to prepare complete and concise reports.

Ability to independently establish and complete daily work schedules.

Ability to travel in the performance of assigned duties.

Ability to establish and maintain effective working relationships with branch and fee office staff, other employees, customers and the general public.
