This is senior-level professional and technical work in employment counseling, marketing, or directing specialized program functions in the Missouri Division of Workforce Development.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as a Workforce Development Specialist II with the Missouri Division of Workforce Development.

OR

One or more years of experience as a Workforce Development Supervisor II with the Missouri Division of Workforce Development.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Labor Economics, Education, Business, Personnel, or Public Administration, or a closely related field; and,

Two or more years of professional or technical experience in social service, education, job placement, community organization, or a closely related area; or in business, personnel, or public administration involving responsible public contact, including one or more years of experience in economic development, job placement, employment counseling, employer services, training assessment, job development, or a closely related area; or military experience (at the E-5 level or above) with primary responsibility in recruiting or personnel administration involving interviewing, selection, classification, job placement, or career counseling, including one or more years of experience in economic development, job placement, employment counseling, employer services, training assessment, job development, or a closely related area.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for the one year of required general experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Special Requirements

Ability to obtain/possess Workforce Development credentialing as established by the Missouri Department of Economic Development, Division of Workforce Development.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Directs a workforce development program function in terms of planning, developing, evaluating, monitoring and/or providing functional supervision.

Provides technical assistance to workforce development staff, service providers, employers, and job seekers regarding special employment issues, personnel problems, and business needs.

Coordinates efforts to ensure that service providers are responding to the needs of employers and businesses in a timely and professional manner.

Plans, develops, and coordinates efforts to improve business satisfaction using workforce development employment and training programs.

Develops, coordinates, and maintains effective working relationships with businesses, employers, community organizations, industrial education groups, and business planning committees; initiates public relations activities to promote and explain department, division, and career center programs and services.

Consults with central office and career center management to ensure that all career center programs and services are satisfactory; develops strategies to improve services to employers.

Conducts studies of workforce development needs for the purposes of developing plans, contracts, modifications, grant applications, and new programs.

Compiles reports on employment and training developments, progress in implementing job development and training plans, and the effectiveness of program administration.

Assists with the development of grant and contract applications and modifications, and participates in the establishment of new workforce development programs.

Determines and evaluates job seeker barriers; markets and promotes employment and training services to businesses.

Monitors the activities of employment and training program grantees in order to ensure that the terms of the grant/contract are being met; ensures that the needs of the unemployed are being addressed through job development and training programs.

Administers, scores, and interprets tests that measure job seeker aptitudes and interests.

Maintains detailed confidential case management records relating to all contacts made and counseling services provided; assists counselees with establishing both immediate and long-term vocational goals.

Exercises independence in the performance of responsibilities; receives general administrative direction from a Workforce Development Supervisor or other administrative staff.

Performs other related work as assigned.

Comprehensive knowledge of state and federal laws and regulations governing workforce development programs and activities.

Comprehensive knowledge of the principles, practices, and techniques of vocational guidance and counseling, and individual and group testing/appraisal.

Comprehensive knowledge of occupations and the qualifications required of workers.

Intermediate knowledge of social, economic, and community issues impacting area businesses and employment opportunities.

Intermediate knowledge of current local employment conditions and business practices in the public and private sectors.

Intermediate knowledge of the principles of organization and management underlying the workforce development system and the applicable state and federal laws.

Ability to interpret and apply complex operating instructions, state and federal regulations, and department and division procedures.

Ability to establish and maintain effective working relationships with other employees, job seekers, employers, service providers, training institutions, community organizations, and other governmental, civic, labor, and public groups.

Ability to communicate effectively and present information in a clear and concise manner.

Ability to exercise good judgment in appraising situations and making decisions.
